Also.. remember Disney made The Hunchback of Notre Dame a few years after the opening of Euro Disneyland in France. I remember that Euro Disney did not get a lot of people in when it opened so maybe Disney though a movie set in France will help get people to the park. Yeah Beauty & The Beast had a french setting but that came out before Euro Disney opened and it was pretty ambiguous where the film was set. Disney has recently opened a Disneyland in Shanghai... and I’m hearing they are competing with another large theme park in the city. Also there is a Disneyland in Hong Kong also competing with Ocean Park a large theme park/zoo in the city. Disney must be hoping that Mulan will get more people into those parks. I'm surprised Disney hasn't tried to tap into the China and Japan market more. There are plenty of folklore and legends to base films off. I personally think they should do one about the samurai who came across a man with an eye on his anus.
