Not in terms of being cheered, but in terms of logic.
-He was mad at Sid because he eliminated Hogan fairly
-The entire Savage feud was weird. Hogan had a weird obsession with another man's wife.
-He cheated to beat Taker at Survivor Series
I am sure there is more, but all these seem terrible

I think vs Andre was when they did Hogan right. Andre had a logical gripe, and Hogan had a believable reaction and motivation, too. Andre felt slighted by WWF and Hogan, and took it all out on him with Heenan as the Iago in his ear. Hogan rightfully pointed out Andre never requested a title shot, and that Hogan thought of him as on a whole other level above the title. I've called it one of the best executed angles in WWE history before, and with good reason. Everyone played their part, and pretty masterfully compensated for Andre's weaknesses at this point in his career, and made Hogan sympathetic while still full of drive.
Sid is probably where they got it the worst, with Hogan just being a sore loser. At least with Savage, you could chalk it up to misplaced priorities or something, but there's no real spinning Sid's as anything but beginning with Hogan's tantrum.

The execution of the Andre angle on Piper's pit is one of the best things they've ever done. Hulk seemed human next to Andre so he became a relatable character. Later on he lost that (although not the reactions as OP mentioned).

The Piper mark in me just loves his small role in selling the shock "You're bleeding"

He was a fairly crappy friend to Orndorff and kept brushing him off. Of course, there's his WCW tantrum when Savage won that battle royal. The illegal fist-helmet weapon period.

The world war 3 tantrum was part of an amazing series of attempts to leech/steal heat both on front and behind the camera in that stage of his career. It's like a textbook example of massive insecurity.

But with Orton, not only did Hulk take him in after Piper and Orton abandoned him, but even after he turned on him, he gave him a second chance and let him on his Survivor Series team.

He shows up and buries both Bret and Yoko (the Jap brother 😩🙈) right before there match. I remember as a kid it seemed a bit strange when I first saw it, very unheroic Hulk like. Not the sort of thing the Champion Of truth and justice should say 🤔

It was pretty stupid to show up to a legal contract signing in his trunks while Andre was in fornalwear, like everyone else, though.

I'm surprised Macho Man didn't deck him in the chops for that in the middle of the ring You try to say you didn't get eliminated like a f***ing child and with all your grandstanding you take away all the heat from Macho win

That's where it got me as a young fan. Hogan was a life sized good guy can do no wrong symbol for me at the time. Ignoring those damn back rakes I remember him doing a little too often lol, when he busted out headbutts with that helmet I started looking at the character in a worse light.

It was pretty stupid to show up to a legal contract signing in his trunks while Andre was in fornalwear, like everyone else, though. He did the same with Warrior. On the other hand, Warrior was wearing a very 80's business casual suit with his face painted. It actually didn't look that bad.

This post reminded me out Tugboat campaigning for Hogan to comeback for months, just for Hogan to eliminate him at the Rumble

People say this quite often, but many people were worse faces than Hogan. Hogan at least most of the time, even when acting heelish in the ring, fought for what was right.
Austin and Rock, for example... their characters were absolutely enormous douchebags and didn't fight for anything good or right; they were arrogant, sadistic, selfish and abrasive, they simply fought a bigger evil than themselves, and sometimes not even that.

Lol. Rmmember 1995, when this was considered a fresh opinion? Ah, memories! Wasn't even fresh then. Eddie Ellner spent the entirety of his Apter mag career calling Hogan out for his crap. People say this quite often, but many people were worse faces than Hogan. Hogan at least most of the time, even when acting heelish in the ring, fought for what was right. Yeah, but Austin and Rock weren't telling the little kiddos to say their prayers and take their vitamins in-between rampages.
