The Heel/Face Dynamic was justified, but it looked terrible.
For one, Roman was beat down the whole match and in the Clutch for what felt like a year, then he injured his arm. So not only does he DQ himself which just pisses the crowd off, but he beats the ever loving shit out of Joe, with one arm, and makes Joe look like shit and everything he did in the match seem like a moot point just to make Roman look good for "Avenging his Buddy"
There were ways to do this, and making one of your most legit badasses who can talk and work look like straight ass wasn't one of them.

Plus,one doesn't need to be face for the other to be a heel It was just a normal Reigns match, really. He did get himself DQ'd for not breaking a five count on Joe and beat him up a little after the match, but it's not anything that couldn't be justified by what Joe has done to them.

What would make the most sense would be to have Joe win the IC title and look strong over the next several months until Ambrose is back to get his revenge and set up a hot return and feud.
Or just have Roman beat the crap out of him a week later.

Nope. Reigns was in the right to do what he did last night to Joe. Joe had been targeting Reigns for months, had attacked both Rollins and Ambrose as a means to get to Reigns, then gloated about it to Renee, of all people.
Could Roman have broken the five-count and avoided laying his hands on the ref? Of course he could. However, and the announce team actually did a good job of this for once, Roman was letting loose his pent-up rage over the situation and giving Joe the beatdown most people thought he deserved. Joe, by the way, needed a bit of a taking-down here. With Ambrose out for God knows how long, another face (or two) will have to get a push to replace him and will need to look credible against a combination dominant and chickenshit heel. Cena showing up at Raw might be the shot in the arm that's needed if they keep him there to help fill out the face numbers, but it's clear that some alignment changes are needed to balance things out. The Good Brothers will need to turn face if Slater and Rhyno aren't getting a full-blown face push.

All they have to do to make heels matter and wins/losses matter is for the one beat down to laugh and point the finger after the beatdown, signifying “I got the win because I have the psychological upper hand.” The match record always takes a backseat in these instances. Then, we are somehow supposed to believe it’s awesome when a match goes 30 minutes when guys fighting as if their lives depend on it to get a win. Don’t get me wrong, I love that. But consistency. Make wins always matter, not just some of the time.

This is exactly the same thing that happened during Roman;s feud with Braun. Braun spent months attacking Roman every which way. Then Roman attacks Braun once and people complain about Roman acting like a heel. Meltzer and Alvarez did the same when Bayley returned and she went after Nia and Alexa. It's like fans today can't handle it when faces get revenge on a heel that deserves it.

I saw the interview segment with Joe and the match with Roman. I was actually pleased that a face had some real anger and wanted revenge. The man put his friend on the shelf and gloated about it in the face of his friend's wife. It's one of the rare times where I found myself thinking "Yeah, whoop his ass, Roman!"

Crowd was legit into Roman beating Joe's ass with the stairs. They seem to like him when he's just wrecking dudes (like when he destroyed the Miztourage before his IC Title match with Miz). If only he could've destroyed Jason Jordan like that.
