So why is it that the first ever universal champion, finn balor, never lost the title but has not received a title shot since his return?
When he debuted on raw, he was a top draft pick ahead of many proven main eventers. He won a number one contender match and beat reigns and rollins. So what soured Vince and or wwe management on him? Why is he just "there" now instead of being marketed as a top star and a title contender? Not big enough? Not roman reigns? Would he be better off on smackdown or back in nxt?

my guess is there was a moment where Vince wasnt paying attention so HHH made sure Finn got the push, then he got injured , was out,. which gave Vince and Dunn enough time to relalize Fin nisnt what they want in a top world champ mold (vanilla midget, has a accent, etc), and also marketing thought they can make money off the demon gimmick, but during injury the demon toys didnt sell (well yeah, he has been off tv for 9 month) so that too could be it.
i doubt he will do much on Raw, he can go to smackdown, but will they let him feud with AJ, or will road dogg make Finn job to Jindah and corbin and Ziggler all year?

Finn isn't getting used right because Vince McMahon is a vindictive old man who doesn't know or care what'd be best in 2017.
Vince is old, behind the times and worthless. He should apologize for his failure to be valuable and then go play lowest tier football league owner for the rest of his life and never appear on WWE in any way shape or form ever again. Ever.

So far none of the former Universal champions have received a rematch for the title, actually. Was just about to post this. All former champions had different situations following their loss. Unless they're going to specify this title doesn't have an "automatic" rematch clause, it really doesn't make sense.

I think it's as simple as them getting cold feet because he got injured when they put the title on him. They clearly had big plans for him at the start. I think he'll get another chance down the road.

For one, he was out with injury for nearly a full year and by the time he got back the landscape had changed-that was to be expected-and he has been a tad out of place trying to find a slot to fit into since. But second I get the impression that his initial super push was Vince giving him the benefit of the doubt because Triple H shilled for him hard-but since then Vince has decided Balor just isn’t what he considers main event material. Part of it is undeniably Vince’s crush on Reigns, part of it is probably also that Balor isn’t the best on the mic despite his great look and in ring talent. And a third element is probably that Balor has yet to crack #1 in terms of merchandise sales, or am I incorrect about that? All those factors add up to where Balor is now.

If Rollins hadn't injured Balor he'd probably be in a much better spot on the card. There are other factors working against him being a permanent main eventer (size, mic skills) but that one incident was basically an automatic death knell.

Given how after his injury Raw seemed to spend many months in a holding pattern with no real sense of direction, it seems that maybe Vince harbours a grudge for messing up his plans.
Also, the concussion after his return could have gotten him labelled injury prone. He wouldn't be the first guy to be given that label with no justification for it.
