Scott Hall. "Fake Razor" was in the 97 Rumble. Can we count Sting now as well? Totally forgot about Hall. Technically I wouldn't count Sting. Going more along the lines of guys who were stars during their WWE runs that never got in.

Ricky Steamboat is another name I just thought of, but I'm not sure if the timeline of his career matches up. He wrestled Rude at the first one, clearly submitted but everyone had to ignore it and carry on with the match.

Did Billy Kidman ever market it to the Rumble either? Malenko really only could have been in the 2001 rumble. Mountie wasn't in a rumble but lost the ic title to Piper in 92, and defeneded the tag belts in 94 as part of the Quebeccers Kidman-No.

Outside of Scott Hall & Steamboat, probably Shane McMahon. I’m still surprised he was never in a Rumble match. This year could change that possibly.

Dynamite Kid, Ken Patera, and Kamala never entered a Rumble. Kamala was scheduled to participate in both the 1993 and 1994 Rumbles but for some reason was replaced in both. Patera might have been in the 88 Rumble had it not been for half of the roster being scheduled for another location in Canada that night.

Finn Balor is the only world champion (WWE/World Heavyweight/Universal) in the Rumble era (post 1988) yet to enter a Rumble... at least for the next three weeks, anyway.

There's a match he had with Don Muraco at Boston Garden where the ref had to do the arm check thing repeatedly because Steamboat just kept letting his arm drop.

Ventura started in about it but then stopped and never brought it up. So Vince must have elbowed him and told him to keep quiet. Steamboat just f***ed up.
