It's hard to rank Rumbles, but I tend to favor Rumbles that let the ring fill up (1991 and 2008 come to mind as good examples of this). I hate Rumbles like 2002 where there are never more than 6 or so people in the ring at once.

Best 5: 2001 1992 2003 2007 2008
Worst 5: 1997 - the worst IMO. So many random luchadores/jobbers no one knew 2010 - ring never fills, entrant #30 was already in the final 4 1995 - 1 minute intervals, jobber filled 2015 - DBry eliminated in a few mins, local men Kane and Big Show, Zack Ryder coming out after Wyatt’s speech, Roman Reigns circle jerk 1999 - McMahon winning, not a ton of star power, ring empties a few times in the beginning.

The ones that stand out to me as really enjoyable are 1992, 2001, and 2008. The ones that stand out as being particularly awful are 1995, 2006, and 2015.

The 1995 one is some sort of nightmare that even 23 years later I can't wake up from. Bulldog was my favorite. The 1996 one was better but totally lacking in star power since the roster was lousy.
I'd say the 1990-92 Rumbles are some of the best, with 92 being the gold standard. The 2004 one (yes I know, Benoit) and 2005 were both really good. The 2007 is probably the last truly great Rumble. Think about that for a minute. 2010 was decent. But really pretty much since 2008 the vast majority have been total clunkers.

The one where Christian dressed up like Jericho to distract HBK Chris Nowinski getting a concussion Tommy Dreamer hits Jericho in the face with a kendo stick that gives him a large lump in the forehead Cena rapping for nearly 2 mins during his entrance Lesnar almost eliminating The Undertaker prematurely so he had to grab his leg and pull him back in the ring.

I also think people sleep on the 1997 Rumble. It's a pretty neat, underrated little match that's slightly marred by an overbooked ending.

I haven't watched them enough to rank them for best and worst... probably just say '92 as best.

but because in the grand scheme of things it set up almost NOTHING for mania.
I can probably count the number of storylines that got started during the rumble on one hand... no feuds that were going on interacted during the rumble.
Bryan returns only to get tossed out early with little fanfare,
Kane and Big Show one by one eliminating pretty much everyone that was getting a reaction like sacks of garbage.
even if someone that I or the crowd liked won... I'd still have called it a shitty rumble for the reasons listed above.
And no despite what some people try to spin the narrative the crowd were not booing everyone once Bryan was out.
Ziggler, Dean, Ryback, and a few other people all got positive reactions when they came out and got to do anything in the ring.

I'm that fickle with rumbles a lot of the time. Good booking is a bonus. It was a total cluster in its setup though.
