I think Mahal winning the WWE Championship was enough shock to last another millennium. Yeah the well has been poisened. They should still do it but just not this year. If only Santino won it...

I think he's still rehabbing. Which is what made cenas surprise rumble return some years back so shocking. Cenas injury recovery time is inhuman though

Drew Gulak wins the Royal Rumble, and the first hour of the following Raw is dedicated to a celebratory POWERPOINT PRESENTATION!

Now that they’re back to having multiple world champions I’m for it again. They can afford to burn one match on something unexpected since Triple H, Taker, Reigns, and Lesnar matches will always get more attention paid to them by the company. Make the Rumble unpredictable instead of highly predictable and a lazy way to get to obvious matches.

Well Randy Orton winning last year was kind of shocking in a "wait..... why?" sort of way.

Elias.
Not to have him go over at Mania, but to put him in position to get over as a main eventer in a loss.

Well, I know ONE man who won't be #30 in the Rumble or a participant at all.

I do not think the current WWE will bet so high, unless there is a pre-mania draft, or Elias chooses to challenge the WWE champion, or most likely in Fastlane lose the Mania main event opportunity against Reigns even if it's a Smackdown PPV

Even if you have him go against Lesnar he can still lose and look good. It really comes down to how Elias would be booked after either loss to continue to be built up. I can't say I have the utmost faith in WWE for any of it however.
