So which classic cartoon character who is suppose to be the protagonists, but most of the time are just a jerk and deserves come uppings, is more tolerable, Jerry or Tweety?
I don't know, maybe Jerry, there are times when he is the innocent victim minind his own business and Tom picks on him without being provock, and Jerry does his own fighting. While Tweety relices on others to do his fighting for him.

Tweety is basically just acting in self-defense. Jerry's just an antagonistic dick.

I actively rooted for Tom, so Tweety is the winner here.

Now if they had done an episode like this with Tom, that truly would have been the stuff of nightmares

While Tweety relices on others to do his fighting for him. You say that, but Jerry's not above antagonising Spike and letting Tom take the blame - and the beating. You could say he's doing it to teach Tom a lesson, but it's like he needs back up. Tweety tends not to start things between him and Sylvester, he's just left to fight his corner.

Never liked Tweety at all. Sylvester's typically starving in the street when he goes for Tweety, so can't blame him for wanting to eat something.

All the points about Jerry just deciding to be a jerk ass are true. I remember asking people to compare the original Chip 'n' Dale to the Rescue Rangers incarnations, and it reminds me that they said the same about them.

Tweety is a beloved pet, Jerry is a squatting home invader.

I know Warner Brothers had their version of Chip n Dale, these two groundhogs that talked in an accent, I liked them so much better than Chip n Dale. Anyway back on the topic, I think Speedy Gonzales is more likable than both of them, I don't remember a Speedy Gonzales cartoon when he is the instegator for no good reason.

Tweety is a beloved pet, Jerry is a squatting home invader. You are right. Tweety is a beloved pet of Granny. Jerry is a pest that Tom has to get rid of.

I too echo the popular sentiment in the thread, Tweety is the lesser of two evils as nine shorts out of ten Sylvester is the unwelcomed invader and Tweety is justified in defending himself. Whereas in the Tom and Jerry shorts the inverse is true.
Although I do like that once in a blue moon they gave Tom a small victory or two like that one short where Tom is going to make up with Jerry after listening to a radio show telling people to be nicer to their enemies, only for Tom to recount some of the crap Jerry put him through so he smashes the apology cake in Jerry's face and goes and beats up the radio host.
Of course both of them are almost saints compared to Sweetie Bird from Tiny Toons, some of the stuff (with out provocation) she put Furball through would make Tweety and Jerry collectively say "Damn, take it down a notch bitch."

Has there ever been a cartoon where the mice are portrayed as evil and cats sympathetic?

Jerry caused Tom to be decapitated. End of story. And shrugged off like it was nothing, total sociopath.
