I think the my time thing didn’t work as much because if it was his time, he wouldn’t have lost at Summerslam and to Vince. He really came into his own as the Game.

1999 felt like a stepping stone for him so it was a little weird but it was necessary because he was more than ready come 2000 after having this learning experience in 99

It felt pretty forced from what I remember and so sudden, but by the end of the year he really fit in to that spot.

From the standpoint of the company, they needed another top heel that they could pass as legitimate after The Rock turned face. HHH was just coming off his run as the leader of DX that cemented his status as an upper mid-carder, but then he fell off a bit when he had his match with Kane at WM15, reforming with Chyna, then betraying X-Pac and effectively ending DX. A few months after being a Corporation lackey, he decided to set off on his own with just Chyna. It seemed a bit odd since he'd been a stable player for the past few years, and hadn't been a singles wrestler since before he first joined DX with HBK. It did seem a bit forced, but then he was also the guy that went toe to toe with The Rock during their DX/Nation feud and almost had him beat once for the WWE Championship on Raw. It was a lot like JBL's main event push since HHH wasn't really a hot commodity, and it took a while for the fans to become used to the idea.

He rose to the occasion. 2000 Triple H is maybe THE best heel of that era, with maybe "Steiner doing his damnedest to make WCW watchable" being the only real challenge there. 1999 was still ironing out some of the kinks, but it was work they needed to put in. Undertaker was completely sapped, Austin was working hurt, Foley was winding down hard, and despite people who seem dead set on giving Rock all of the credit for his matches with Triple H... *thinking of Bulldog and Mr. Ass"* ...yeah, maybe Triple H wasn't a non-factor there, now was he?
