Do we know why Jim Cummings replaced Peter Cullen?

Another RR question... Do we know why Jim Cummings replaced Peter Cullen? Guessing a contractual issue of some sort, similar to why Charlie Adler was replaced with John Kassir for the later Tiny Toons stuff. If I were to guess, it was probably not as easy to get him for recording sessions by the latter end and went with Cummings who was easier to get and sounded close enough to Peter's voice.

It was at the tip of my tongue while watching Darkwing Duck, but I figured it out...
Kristin Chenoweth should play Neptunia if there's a reboot. (that is who Susan Silo's performance reminded me of)
Up to Battle of the Bulge, and Gadget has said Golly 53 times in the series so far.
TaleSpin had a Chuck McCann character say "It's clobberin' time" 4 years before the Fantastic Four cartoon.

I wonder if we'll ever see another Disney/Marvel crossover a la Phineas and Ferb: Mission Marvel. Looking over the current Disney animated shows, the only one that could possibly work is the Owl House, and that's ending soon so it's too late for that.. Ghost and Molly McGhee and Big City Greens just wouldnt work at all. There is a new superhero-related cartoon called Hamster and Gretel coming out that would be a good opportunity, but you dont want to put a crossover that early. Big Hero 6 of course is the most obvious one, since it started life as a Marvel book.

Quick Google search came up with this: "Tad Stones, the producer of Rescue Rangers decided to change the voice actor in the second season because Peter Cullen was not able to express the character's emotions properly through his voice." As for Charlie Adler, he actually quit Tiny Toons over not getting invited to even read for a part on Animaniacs. They were finishing up Tiny Toons and all of a sudden he's hearing all these things about Animaniacs, which was starting up and who was playing who. He felt slighted by the whole thing and basically said "well, if you don't need me in the future then I'm done here and now."

Is it me or do one of the other language credits for CDRR mention a "Clarice" character? Which I can only assume would be Gadget's name, which...oh boy...

Take a drink every time CDRR has a classic Disney animal, only with a different or no name. (Humphrey the Bear, Buzz-Buzz/Spike, the Peter Pan Crocodile, and Col. Hathi have all "appeared" this way)
