Trek universe always hit a unique note of optimism with the warlike Klingons always around and the existential threat of the Borg. Any sane civilization would actively work against that. I like the idea, but respect the legacy. I mean, Section 31 was in DS9 and Enterprise. Which makes them older than the Federation itself. But then they're also not really part of the official Federation or Starfleet power structure, which allows the Federation to stay in the light while Section 31 works in the shadows. It gives the average Starfleet captain plausible deniability they even exist. Hell the only reason the DS9 crew even knew they existed is because Sloan exposed himself to Bashir because he wanted to recruit him. Whereas now everyone knows about them, they openly talk about missions, other governments are aware of them etc. It was a way more interesting idea when it was an insidious force that could be anyone, anywhere. Now it's less quiet spying, more just go in, kill people and be loud about it.
