If you're really wanting to do the detective bent with this one then the Riddler would be an excellent choice as the villain.
Also wouldn't be terribly opposed to the Cluemaster just because I think the guy has more going for him than they really use him for, but I think he'd be a hard sell to a general public given it kind of takes some doing to explain what actually makes him different from the Riddler.

Skinny Hill: Riddler or (my pick) Hush. Seriously, Hush has to make it to the big league some day.

Honestly I think Hush kind of just isn’t worth the hassle to make him work. The character has been used well but the backstory and motives for him are pretty dumb and he doesn’t really have an interesting gimmick to distract from it.

The Long Halloween is my favorite Batman tale, so the idea of a Batman movie just taking the basic framework of it excites me. I just loved how it felt like a giant, way crazier version of The Silence of the Lambs. In the animated Hush adaptation they were willing to... {Spoiler}{Spoiler}{Spoiler}{SPOILER: CLICK TO SHOW}Kill off Tommy Elliott and just have Riddler adopt the Hush persona straight-up. Why?!? {Spoiler}I actually think it worked. The comic really dropped the ball when Hush was revealed not to be Jason Todd after all and ended up being super obvious red herring Thomas Elliott. When I started putting the pieces of the movie together as it played, I found myself actually questioning the true identity of Hush. Then when Tommy Elliott is revealed to be sincerely dead, I was on the edge of my seat. The Riddler reveal is very, very good.

Just saw on twitter that Hill is not the only person that is being contacted. Looks like James McAvoy has also been asked about playing the Riddler

I think Hill would be better suited as Penguin or a villain that hasn't been in the movies before. I like James McAvoy as Riddler though.

The story they're basing it on is full of villains. But, they aren't the villains of the story. Think of them as colorful citizens of Gotham Batman shakes down for information. It's a murder mystery, so it only makes sense Batman would try to eliminate all suspects by actually approaching them all. Honestly, a single villain story is way more boring and generic than one where the audience has to try and figure out who among all these colorful weirdos is the killer. Sticking to a solo hero vs. solo villain formula doesn't accurately depict the colorful nature of Batman's world. Also, Jeffrey Wright is in final talks for Jim Gordon, not a villain.
