Everyone on the roster demands to know how him being on there got overlooked. He got weighed on faulty scales once and just avoided all future weigh ins.

Honestly... no.
I mean, aside from token tag team and IC runs, Harper has been a glorified jobber, and not even a JTTS, because a JTTS actually gets to beat up on people below him. He's the dreaded "ring general" (and not the WALTER kind), where WWE just looks at him as a guy who goes out there to get everyone he faces over, regardless of how the crowd responds. So, it doesn't really matter what happens if he comes back; WWE is just going to have him eat pins. If he comes back to join Bryan's Eco Warriors, he's the designated fall guy. If he comes back to join Bray Wyatt, he takes Wyatt's losses. If he comes back on his own, he's likely to come back to continue on not as the wifebeater wearing, creepy-eye Titantron Harper, but as Bludgeon Brother Harper, looking more out of place, because Creative.
The guy is in an absolute no-win situation, so there's a man that I'd be happy to see leave the company now.
