I think they did, but then again I think they missed the boat on Omega's entire reign as Champion. (except for Ishii, that was f***ing awesome) I don’t know what more they really could’ve done with it. They let Omega choose his title programs until Tana at the Dome. Its not really their fault that audiences couldn’t give any less of a shit about the Cody/Omega stuff. Also didn't get injured during the G1?

I liked Cody/Omega, even if I feel like the build went longer than I'd have gone with, which I think may have been in part because Tama was simply not ready yet to play his part. Not that he was really ready when it happened, either, but it was put up or shut up by then. That had to sting his ego to have Jay put with the Bullet Club so they'd have a singles guy, but good on Gedo for acknowledging the reality and not trying to force Tama as the ace. Ishii vs Omega was the best match of his reign, but it's Ishii. He's perfect against guys like Omega.

I had no real interest in that Cody/Omega feud as while Cody is a big deal he never felt anywhere close to the level of Omega and Okada for that matter when he got his match against him. Omega essentially killed him in their match which lead to the Bullet Club split with Tama that failed for him and then they squeezed Cody in the match with him and Ibushi
On a side note Jay White leading the Bullet Club is most likely for the best. I do like the dynamic the group has but i'm guessing if Tama was any good as the leader, Jay would have done the split with CHAOS like Tama did with BC

That's another part of why I feel like the feud ran long. Yeah, by the time of the payoff, Cody was obviously not going to win, but when it began, Omega was having great matches, but losing when it mattered. The Omega of when he joined was still getting credibility after being a serious trade down from AJ. Of course, he did a whole lot in like a year's time to change that, and I'm glad, but it did mean that when we did get the match, I don't even really know what Cody's beef with him was by that point. It started because Omega was a choke artist and a bad leader, but he became a better leader and won the US title and then the world title. No real impetus for the feud after that.

I think at that point it was supposed to be simple jealousy
If I remember correctly, Omega was trying to break the Bullet Club back together as a single unit at New Years Dash and brought in Jay White can faked him out and joined CHAOS which was supposed to fuel the Omega isn't the right leader story line. He losses the title to White and then stops Page from attacking White and then Cody gets mad and attacks Omega and Ibushi makes the save
You then get the few months of tag matches with Golden Lovers vs Bucks and Cody/Scrull. Omega wins the IWGP title and makes up with the Bucks but Cody comes out and then leaves not making up with Omega. Cody somehow gets the title shot and then we get the BC war. Months later he somehow gets himself involved in the triple threat match for the IWGP title
So yeah Cody original motivation was gone by the time Omega became IWGP champ and was making nice with everyone but Cody wasn't trying to. The triple threat match makes no sense and the only justification is adding Cody because he's been back and forth with Omega and Ibushi all year

That said, a part of me thinks you might see Omega/Ibushi as the Night 1 main event at the Dome in 2020. It will be for the AEW title. No way will NJPW not want to feature that at some point in a 30+ min. epic.

Not only would the pay off match been amazing, but the make up sex would have been incredible.
