There was a legit 30 minute one when Vince had a boring breakdown in the ring and HHH came out and sat down at the turnbuckle and went "yo, Vince? We're live". I can't mind when it was, but I saw it live and it never seemed to end.

His promo about Booker T was bad for the implications, but for sheer boredom factor just watch anybody his 20 minute "I'm the Game and blah blah blah" promos during the Reign of Terror.

Not exactly a promo, but HHH's comments during the Raw on Strike episode in October 2011, specifically about how he could have a better match with a broomstick than most of the striking talent was such blatant ego pandering and particularly insufferable given he was supposed to be a babyface at this point.

I'm amused that people can look back at those "You can't wrestle" promos on Cena with disdain because I can tell you that, at the time, the crowds hated Cena so much that they completely ate them up. You have to keep in mind this was at peak "Five Moves Of Doom" revulsion of John Cena's act so Triple H became seen as their mouthpiece and why he got huge face reactions at their 'Mania match.

I think there was a RAW in 2004 where they opened up with Triple H already in the ring and ended it on Smackdown a couple night later

Boring and way too long" Well the guy just isn't all that charismatic, in that a lot of his stuff feels forced and phony and very little of it sticks. In fact the only things people tend to take away from Triple H promos is him repeating all his catchphrases and how he used to end words with "uh" a lot. For example, I couldn't tell you how many times I heard him say "only diamond in this business" between 2003 and 2005. But I also couldn't really tell you anything about any one in particular. They all felt exactly the same.

Not the worst, but I swear I remember one from a random Raw I watched from late 99, where he was on the stage confronting Stone Cold. He was totally awkward and felt like he was still adjusting to being a main eventer. The crowd was jeering him and he called them "retards." Ah, good old 1999 edgy heel heat..
I happen to be a huge fan of The Game, but he's had his fair share of bad moments..

Sure it's been mentioned a hundred times over by now, but nothing has topped the "People like you" promo directed at Booker. I hope nothing ever will either, because that was disgusting.

Count me among the people who is curious about this Terry Schaivo promo. I have zero recollection of it - as I wasn't actively watching at the time - but it sounds like a hideous idea.
But here are some suggestions that have yet to be mentioned:
- The 2011 walkout promo, wherein he effectively buries the entire company by suggesting he could get a better match out of a broom than most of the wrestlers. Even worse, by being the only one standing in the ring while the rest of the wrestlers protest, he positions himself as the lone face among a company of about 70 or 80 heels.
- There were a few atrocious ones in mid-2013 during his "ass-kicker" run, particularly his feud with - and instantaneous burial of - the debuting, repackaged Curtis Axel. This was also around the time when he was involved in that weird concussion storyline where he was the badass who refused to stop wrestling but Vince and Stephanie were blaming the bloodthirsty crowd for wanting to continue to see their beloved Triple H wrestle despite putting his life on the line.

And trust me when I say, when the business suit comes off uhh and the leather jacket comes on uhhh, you’re gonna get your ass KICKED. Probaby something along of the lines of this which he has delivered about 200 times now.

The one after Brock beat him at Summerslam. All night it had promoted it as "Game Over" expecting some big announcement or angle. All just to ramble on for what felt like an hour about how he wasn't retiring. Awful. The whole show was bad And main evented by Punk and Lawler in a cage match (I was there )
