Something personal happened. Prichard asked Vince directly why he forgave everyone but Savage and Vince wouldn’t answer him. It wasn’t because he left to wcw or because slim Jim left later with him, they were still on very good terms and around 96-97 Randy even had a meeting with Vince to see if he would return to the wwf. Something happened around that time that made Vince hate Savage forever. It happened during those negotiations. I believe that Vince felt that Randy used him to get a better deal from WCW. There was also a rumor that they had another meeting around 98 that went nowhere and Savaged signed back up with WCW.After the talks Savage had with the WWF in late-1996 that ended with him deciding to return to WCW in January 1997, he was not a free agent again until 2000.

Savage was basically a free WCW hire because Slim Jim came along and paid WCW more than Savage was making. So that covered Randy’s pay and then of that, Randy asked that 150K go to Lanny, even though he was never used.

Randy talking about The Nacho Man parody: Norton: Not only that, but the skits which followed in the WWF, the "Huckster" and "Nacho Man" characters, did that strain your relationship with Vince McMahon? Savage: Not at all, not for me. Because if they didn't put me in the skits, I'd have called Vince up and said "hey man, make fun of me!" When he made fun of me it made me important. m.ign.com/articles/2000/08/26/randy-savage-interview-transcript-2

Allegedly Savage felt during that time that Hogan and Linda conspired to make Liz leave him.

It's really a shame the relationship was strained. You can tell how much Macho meant to Vince during their broadcasts. He also seemed to get along real well with Todd Pettingill on Mania. It had to be Vince continually being turned down by Macho during negotiations. Vince maybe knew he would never get him back. Maybe he knew he lost him in 1994 when he shouldn't have (if Macho wanted to wrestle). And I would never believe the Stephanie rumors because...I'm sure Randy could have gotten any adult woman he wanted during his fame.

You could tell by how emotional Vince was, that night he announced Randy had left the WWF. They were clearly friends, and this was at a time when Vince would have been closer to his wrestlers, and we've heard stories about him hanging out with them away from the building.
There are so many conflicting stories about why Vince refused to ever acknowledge Randy after he left, but the Steph thing was always completely idiotic. And should be confirmed so now, after that genuinely emotional tribute video the WWE put together when Randy died. I've always considered that to be a tacit admission from Vince that he wished they'd forgiven each other.
Realistically, Vince is a stubborn, impatient guy who was protecting his business, and Randy was a stubborn, impatient guy who was protecting his own interests. I find it far more likely that they had a bitter argument, where a lot of things that had never been said were said, and then they just didn't talk again. Vince famously reaches out to people, even when he's fallen out with them, but Randy seemed like someone far less likely to do that, or to accept it when someone reached out to him. And I have no problem believing that the only two people who know what happened were Vince and Randy. The rest is just carny bullshit, from people who want to get some attention, pretending they've got secret, insider knowledge.
