Probably a thing where since Andrade's out and they kind of have a feud going on they're just not using him at the moment. Plus he's probably pretty banged up. If he were being punished they'd have probably at least had him turn up long enough to lose the belt to someone. Yeah, probably just taking him off the television shows, because they didn't know when Andrade would be ready. This way they don't hype a match that they wouldn't be sure would actually happen. Finn works the house show circuit, but they put the feud on hold for a few weeks.

The lack of explanation for his absence suggests that there's nothing necessarily wrong - merely that Creative has nothing at the moment for the Intercontinental champion until Andrade comes back from bereavement leave (which has likely been extended now that his aunt has reportedly passed away.) Since Finn was in the "dark" main event last week against Nakamura, that might also rule out any lingering injury suffered at MITB.
I had suggested that he's possibly coming up to the end of his contract (I'm running off the notion that he signed for five years back in August 2014), but there's been no word about any frustration or discontent on his end (not surprising given who we're talking about - both being eternally cheerful and deeply private, at least usually.) WWE is probably paying his stupid money and, in exchange for paying even more to keep him from AEW or New Japan, will want to make full use of him in a high-profile capacity.

It's a sign that the creative stinks when one of your best talents who is also the IC Champ hasn't appeared on television in over a month.

Who cares about some underwear model-looking dude who people like? The boss's son needs more TV time where he struggles to stand in the ring and speak without blowing his cardio and ending up redder than my ass on a Thursday night. ...wha-what's happening on Thursday there, dude?

Was that on a recent Smackdown? I only recall him defending it in Saudi Arabia which I don't consider TV since you need a subscription for it.

So- you have a PPV coming from the Seattle-Tacoma area where you can’t give away tickets, and you have two of the biggest stars in recent years in Japan just working house shows rather than getting them on the card in a metro area home to tens of thousands of Japanese immigrants and Japanese-American families?
I live in Seattle and it isn’t by accident that the Mariners try to sign any and all Japanese players who want to come play baseball in the US. For all of the WWE “marketing geniuses” not putting Balor-Nakamura on the card is a major miss.

Fair enough, but if the argument is that Finn hasn't been used recently, doesn't a PPV match count for more than a TV match? Obviously Finn could be used more but it seems disingenuous to ignore a PPV match to make it seem worse than it is.

It wasnt easy, but his second IC title reign is as bad or worse than the 1st one

It wasnt easy, but his second IC title reign is as bad or worse than the 1st one And, like the first one, none of it can be blamed on the talent holding the title.

I don't care about people being off TV for a bit now and then, I'm here to find out what Mothman is up to on Thursdays.
