I think he's miscast as a top babyface, at least in his current form. Guys can always reinvent themselves and he has a ton of ability so I won't discount the fact that he could reach that level. As a top heel or near that level? He could definitely fit that role.

He is- and a credible champion. He’s so far been given a face vs face match with AJ Styles which turned out to be a one off almost exhibition match, a feud with Baron Corbin who nobody cares about and the bait & switch shenanigans with Lesnar’s cash in. Not exactly stuff that draws people to anybody. Outside of the end of the Saudi match, we haven’t seen him compromised where we sympathize with him- in fact his chair attacks on everyone come off like a douche rather than a babyface hero champion.
Have him get into a feud with Samoa Joe who will bring some intensity & credibility where we tune in to see Seth defend the belt & he’d look great. Right now, he’s part of the general creative malaise.

There are no stars anymore, by design. For over a decade now they've structured the product around ensuring the WWE brand is a bigger attraction than any individual performers.
The ratings are a pretty good indicator of how that's working out for them.

When's the last time he had a truly great big singles match? For all the hype and praise we foist on him, I feel like nine times out of 10, the general reaction to his pay-per-view matches is "wow, that was disappointing." He's clearly a competent hand in the ring, but nothing about his matches have been truly memorable in quite some time. It's not just Seth, much the same could be said of AJ and Bryan frequently underwhelming and they should be the top 3 in-ring. The likes of Brock, Nakumura, Ziggler etc are even worse when we know they were once capable of more but they can't seem to be helped back up to the heights they once reached. Don't know what's wrong but the common thing is they rarely kick up into that high gear that separates a good match from a truly great one. At this point in not sure that's soley on the wrestlers in question.

Rollins was a superstar Everybody thought he'd go real far But he never learned a thing from the title he took The Crowd wasn't interested in how he's booked Becky was the smartest girl they knew She was very popular, she was very cool The two of them were chosen from Earth To go to school at Wrestling High That’s such a deep cut. He’s not, no. Without the other two Shield guys, he’s uninteresting and mediocre as hell. This is all just my own dumb opinion, but I honestly think he may be the most overrated wrestler on the planet.

The ratings are a pretty good indicator of how that's working out for them. I’ve been saying this for years. Vince doesn’t want anyone to be bigger than the company. He wants to keep everyone in line by subtly letting them know that they’re replaceable. No one can put him over a barrel and demand more money that way either. I understand the desire to have that kind of control but it’s counterproductive to what makes pro wrestling run more effectively. Punk and Bryan almost broke out into superstar levels based on the crowd reaction to them when Punk walked out with the title or when Bryan was getting over huge but WWE pulled the rug out from them repeatedly and ruined their momentum so we’ll never know if they really could’ve gotten there or not. Wrestling thrives on superstar attractions. Two of the biggest boom periods happened when Hogan, Andre and Piper were on top in the 80s and when Austin, Rock and the NWO were killing it in the 90s. That being said Seth will never be on that level. He doesn’t have to be either. He’s still worthy of a spot. He does work hard. He’s just a terrible promo and his matches aren’t very memorable. I can think of ten Bret Hart matches I’d rather watch again than sit through another Rollins match. Workrate doesn’t equal star power either though. WWE has made him a star. The Shield kept him relevant for years. As a top champion he’s just not a big draw. He’s a star without the real star power. There are no addictive qualities about him. He doesn’t have a personality that pulls you in. I don’t think better writing would help him much either. That’s like when people were saying to give Roman Reigns more time because look what happened with The Rock. The Rock wasn’t getting a whole lot of mic time before he broke out big. Seth and Roman have had years talking in front of crowds for twenty minutes at a time before Monday Night Raws. Nothing is changing and the viewers are losing interest. Sure it’s a loss of interest in the product overall but there aren’t stars big enough there to keep that from happening.

He's just not cut out to be the top star. He can be one of the top 5/6 guys but if you're expecting him to carry the company and be the main ticket seller then you're in trouble.
I feel bad because it's not his fault and he was born with it but he just has an incredibly whiny sounding voice, which was perfect when he was a heel but as a babyface the second I see him with a microphone in his hand I just want someone to come out and interrupt him.
