The idea of Iraqi sympathizer Tugboat leading into wrestlemania 7 sounds like the dumbest idea of all time.
But if you think about it, there were a lot of dumb ideas Vince or the wrestlers behind a character made work. Could you imagine the shiek tugboat character succeeding? What would his name be? Would it actually be shiek tugboat or would they have an all new name? Would they have paired him with Adnan or another manager? What would the emotional promos/moments be in the build?

If he's in the Col. Mustafa role, maybe.
I'm not sure I even believe this story to begin with and even if it's true, I don't think it was anything more than something that was pitched at a booking meeting and quickly shot down. The issue is, when was this supposed to be pitched? They had to have an idea of running Hogan vs. Tugboat back when they were set up as friends, but that was months before the Gulf crisis. By the time Desert Shield and Desert Storm are up and running, you already have Slaughter. The timeline has never quite made sense to me.

I'm going to go ahead and say Fred's a strong enough performer to say there's a chance it would have worked. Ottman in his early years showed a lot of potential. With a build closer to Scott Norton's, he seemed like he was going to be something. I think the Tugboat gimmick made him tap a bit, as that's where a lot of his drive and progress seemed to stop. I think Ottman as a Hogan monster-of-the-half-year could have worked, but I just don't see how it would have with the Tugboat gimmick stalling things before getting there.

Keep in mind that there is a likely chance that Vince has no idea what his non-gimmick name was. I'm guessing the idea was to repackage Fred Ottman but since Vince didn't know his name he just called him Sheik Tugboat.
