Not true, Hogan as Champ on the House show circuit with Slaughter in 1991 was being outsold by Warrior/Taker.
His series with Flair got lower with each show which is why they didnt go there for Wrestlemania 8.
93 He only did wm9 and King of the Ring and he was all over the advertising. I don't know what the rates were for those or his House show runs after both 🤔
You can find individual feuds that drew better than other individual feuds if you want to get into the minutia of it, sure. I don't get how that challenges the fact Hogan was still the biggest draw overall looking at the scene 1991-1993.

The only big victory that stans out there is the 14,000 Warrior drew in May at the Nassau Coliseum with Undertaker, but on August 2nd Hogan drew 15,000 in the same building against the Warlord(!). Closest Hogan comes to the 15,000 who paid to see Warrior at the Sports Arena was the 12,400 (paid) that came to see him and Flair.
