The idea of heels not being able to be high flyers is purely WWE bullshit. The existence of 205 Live, the light heavyweight divisions of every other company on the scene, hell both CMLL/AAA would have trouble existing if they told their heels to not fly.
Let the audience decide whether to cheer or boo someone, and build the OTHER character work around it instead.

2 Cold and RVD were heels in ECW and they were noted high fliers. It's less "look at these spectacular moves" and more "screw this guy and his flips!". Especially guys like PAC who uses his moves to deal the most damage. Rob Van Dam, high flier... Heh.

Pushing aside the old ways to advance the new is usually (not always, of course) seen as a face thing, though. I guess it depends on the opposing face's motivation. I don’t feel it’s Sammy’s youth that’s getting him heel heat so much as his attitude. He is sucking up to someone from a previous generation in Y2J after all. Also Cody is on the younger end of current stars and is all about looking forward, and AEW crowds go Gaga for him. Well, no. I think you're reading part of that backwards. I'm saying that his youth shifts him naturally towards the face camp, so he's got to do other things to get heel heat. And yeah, sucking up to Jericho will work for heel heat so far.

With Savage and Snuka being mentioned, those two did high-flying maneuvers, which were elbow drops, axe handles, and splashes. I even mention Shawn Michaels earlier, who even as a heel did elbow drop and moonsaults sometimes. He even did cross-body blocks as well.
Sometimes when people think of High Flyers, they are often associated with flip moves, like the shooting star press or a 450-degree splash. Those types of moves get a lot of pops from faces.

Imagine if movie villains used this logic. Emperor Palpatine isnt allowed to use force lightning because it's too flashy. Better stick go just force choking. Even then, make sure it's not done too well.
Honestly, doing high flying moves work to get heat because the heel is showing off in beating a face. He's showing how more talented he is than the guy we're rooting for.

Even 450s and Shooting Star presses (unless done on the ground) are seen as pedestrian moves now. I'd say that now it's 630s and Phoenix Splashes and the Black Arrow that are seen as the "impressive" flying moves.

Pac is a great heel who busts out high flying stuff, he's brilliant at what he dies, but it's not the only arrow in his quiver.
Jack Evans is a decent heel in terms of mannerisms and such, but his overall psychology is garbage, doing moves just to do them. He came up in the indyflip era and never matured.

Heel Savage was my first thought on seeing this thread title; I’m amazed it took until the second page for his name to be mentioned. Using the bell on Steamboat, his five elbows on Warrior at WM7....pure heel tactics, but done so using his top rope skill set.
