I can't really think of any other result than when Randy Orton defeated Christian May 2011 to win the World Heavyweight Title.
What even comes closer?
Bryan not in the 2004 Rumble Match?

I don’t think I’ve ever been more shocked by a finish than I was when The Streak ended. I thought the ref had screwed up.

Either 18 seconds or Brock ending The Streak. If we're talking kayfabe, you can probably make a case for the finish to WM's main event this year.

Orton vs Bryan That ended with Big Show choke slamming both of them and then walking away.

Brock ending The Streak was definitely the most shocking, but I don't know if I'd say it was most controversial. At the time a lot of people thought Lesnar was just another "big-name" filler opponent for Undertaker, someone to extend the Streak until WWE had Taker vs Cena at Mania. Having Brock win made it clear they were going to do something with him. He went on to destroy Cena at Summerslam and have a long run of dominance which still continues to this day. Now the opinion is that his run has gone too long but at the time there were a lot of people who believed Brock ending the Streak was just what he needed.
Batista winning the Royal Rumble in 2014 pissed a lot of people off because everyone wanted Bryan to win. Instead he doesn't even compete in it at the backlash was severe enough WWE had to change their plans. That gets my vote.
Triple H beating CM Punk at Night of Champions 2011 might be my runner up.

If we count outside of WWE, this one immediately comes to mind: In WWE, I'd say this: At least "18 Seconds" brought a renaissance to Bryan's career.

Brock beating Roman clean at Wrestlemania 34. The build was a total fail, the match was a mess and it pretty much killed off for good the idea of Roman as a top-top guy.

This just might be my #1 actually. It's definitely my pick for "worst way a WrestleMania has ended" even over WM8 or WM9 or WM2000.

Charlotte/Asuka at Mania 34 And Charlotte/Asuka right before Mania 35 You say cotnroversial I say dumb on both I think in terms of being controversial and less straight up bad(like Roman winning the rumble) is Brock beating Taker
