It's a weird thing that you often hear people talk about movies like The Room and use phrases like "It's so bad, it's good." same with Batman and Robin starring Arnie as Mr. Freeze; another great example of 'So Bad, It's Good' being a thing in movies.
Yet, when we talk about video games, we often just say that a bad game is a bad game, it seems like there is no 'So bad, it's good' for the video game world? Maybe 2K20 could class it as that, but it honestly seems more like it's straight up bad.
So what is it about movies that give them the 'So bad, it's good' phrase and yet we never use that phrase for video games?

To me, nothing is so bad its good. If it sucks, I don't enjoy it.

For video games it's rare because normally "bad" tends to lead to "unplayable". You can only laugh at like Superman 64 for about 30 seconds before it's like "screw this shit I quit".
HOWEVER some bugs lead to amazing results. Like Blood-thirsty Gandhi in Civilization.

I'd argue that the closest to that movie experience is stuff like the bad voice acting and script in Resident Evil. It's awful but it's part of the charm. Whereas with games that are glitchy or badly coded, it's just frustrating.

Using nL streams of wwe 2k(pick a year) as an example, they have that feel to me. Like, the glitches go from annoying to frigging hilarious with the intensity and frequency of them.

Goat Simulator scratches that itch a bit.
TNA Impact was pretty much the wrestling game version of this for me and my friends. If you had four wrestlers going at once it was laughably unplayable considering you could interrupt move animations and trip over chairs.
Usually a bad game is just bad though, and to play through it would be either extremely frustrating or impossible and steal way more of your time than a bad movie would.

RE1, MM8 and MMX4 is the Holy Trinity of Terrible voice acting.

Only say a feature--take Megaman 8, the voice acting is horrendous but hilarious. But the rest of the game is good.
But when you get into issues with playability or controls being bad, it makes it so you can't even really play them.

Deadly Premonition is The Room of video games.

It's hard to pull off because most bad games are actually unplayable. There is the occasional example like Big Rigs, but they're few and far between.

I can get that with watching other people play and react to horrible games. But while I can derive some entertainment value from playing some truly awful games like Sonic 2006, I wouldn't call them "so bad they're good." They're just easy to make fun of.
