Felt like something designed to get local morning news shows to comment on it just for how ridiculous it was. It may have gotten some mainstream press, but I’m pretty sure all of it was pejorative.
There were other ways to get attention that didn’t make the product look clown shoes.

Arquette is hard as nails for deciding to actually become a wrestler in his 40s and having death matches with Nick Gage though.

WCW could have easily made this part of a mid card feud away from the world title picture with the TV title with a cocky heel champ who gets screwed into losing the title to Arquette and it would be remembered pretty fondly.

David Arquette winning the WCW title WAS NOT one of the worst moments in wrestling history. The booking was convoluted but the idea itself wasn’t half bad. "You're right, it was all bad."

There was also the timing as this was just the latest stunt that devalued the WCW title even further in fans eyes.
Going into 2000 the WCW title was vacated due to Bret Hart's concussion (The only legit reason to drop the title) , awarded to Sid, dropped it to Chris Benoit, vacated again due to Benoit leaving the company, won back by Sid in a convoluted mess involving Kevin Nash and the Harris Bros, vacated ONCE again along with all the other titles at the start of The Russo/Bischoff era, won by Jeff Jarrett in a tournament and finally won by DDP on a random episode of Nitro.
So yeah after all of that Arquette lucking into the title was the straw that broke the camel's back.

Anyone was was legit angry about anyone regarding this is taking the whole business way too seriously.
It isn't in the top 1,000 bad things to have happened in wrestling, and things more embarrassing to the business happen on a daily basis on the indies (including, but not limited to, Joey Ryan's entire career).
