There's no perfect solution to this. Like, the closest would probably be what AEW have been doing, and that's having other wrestlers be the crowd, but it's probably not happening because of how its WWE's way to keep everyone isolated in their own worlds until they're actively feuding with each other. Plus, I feel like it may end up leading to the same kind of issues that come up when they use the roster to break up brawls, the whole "Look, that person is breaking up this brawl, THEY'RE clearly not worth a shit now are they?" thing. As much as we may miss the noise of a crowd, piping in crowd noise would be utterly ludicrous. If they completely darkened the crowd at the PC, with the time to edit Mania, I feel like piped in crowd noise could actually be beneficial as long as they didn’t go over the top with it.

The prices are set by the cable companies, not WWE. And night 2 was the originally scheduled only night. The "true" WrestleMania, if you will. So night 1 being $20 less is pretty damn reasonable.
There's nothing reasonable about charging $100 for this show, regardless of who's setting prices. It's not WrestleMania, it's barely even a PPV as we know it, and it sure as hell ain't live (despite the synopsis saying so in those screenshots). In a time where people are going to be a bit short on cash, in financially precarious positions, and with the show being the patched-together clip show of audienceless Performance Center matches that feels like even more of an insult than usual.
I know US audiences are used to paying these crazy prices for PPVs on TV, but goddamn, that's just a piss-take.

Sure, and I'd strongly suggest that as a sensible alternative if you want to watch (this or any other WWE content, regardless of ongoing world events), but the availability of that option doesn't make it any less insulting that Comcast want to charge that much for watching it on a TV.
Admittedly I'd have said the same about the originally planned WrestleMania, or any prior WrestleMania, or any other WWE PPV, indeed any other PPV generally. I don't think $60-100 is a reasonable ask for what you get, I think it's a total ripoff that they charge so much, just because they can (or could, in an age before WWE Network and other streaming options). I realise it sometimes just means that people get together and share the cost by having a WrestleMania party or whatever, but that's not an option for everybody and it feels like a workaround that people who do it have to do because it costs so damn much to watch it (again, WWE Network notwithstanding).
But given what WrestleMania is going to be this year I think it's an even worse value proposition and I think it's a douchebag move to charge full price for it - or worse, $40 extra if you want to watch both nights - even in the context of US cable customers being used to/expecting to pay that much for a WWE event.

Oh boy. I hadn't even thought of that, I was just thinking generally about "stuff people do when WrestleMania comes around", but you make a good point - that's not really going to be an option this time around.

People watching would spend more time looking for the folks on the face cams who decide to take their device to the bathroom or to film a sex tape than watch WrestleMania. WWE should make Becky vs. Baszler a main event in this nothing show. They can hype the heck out of the fact they actually did book women twice in a row to main event WrestleMania. After that, they could easily get away not booking 'em into main events for next centuries if they don't want to.
