When laid out like this, I have to say Cena. Punk's reign had higher highs than the other two, but outside of the Daniel Bryan main events, Cena's main events were consistently better. As we all know, Punk was always booked like a second tier attraction during his reign, so that always works against him.
AJ Styles' reign can best be described by the phrase "That was good, but I just thought it would be.... you know....better."

Styles’ reign doesn’t deserved to be mentioned in the same breath as Cena and Punk. He had disappointing match after disappointing match with Nakamura/Joe/Owens/Zayn. The only match that didn’t fail to live up to expectations was the Jinder one because no one expects anything from a Jinder match.
Punk had good matches with Cena, Bryan, Jericho and got decent stuff out of Ryback.
Cena’s takes the cake though. He had classic matches with Edge, Umaga and Michaels, gave Khali and Lashley their best matches and even had a good match with Orton at Summerslam when their feud was actually fresh.
