A lot the examples you provided were midcard storylines. Not much has changed since then to now. A lot of the "good shit" today is still relegated to the midcard, but the difference is between now and the "Attitude" era is that there where better highs. Compared to now, the wrestle crap is all over the show. There was a lot of really bad stuff in the top level too, but the difference is some of those guys found a way to make things work. Anyone else, that This Is Your Life segment wouldn't have worked. Rock and Foley made it. Anyone else doing the same thing and it would have bombed and been considered trash the same way any of the later reduxes of it were. Look at when they did it for John Cena and Cena himself admitted things were dire before the Rock hit a move on Foley to bring it to an end. And... the Bayley one. Sweet Jesus. Heck, people don't even remember the skit had a punchline where Mankind got the date wrong for the birthday and was used to build an angle with Triple H.

There were definitely a lot of bad things, but because the majority of the shows were so good it was easier to tolerate them. You could ignore a bad skit or segment because right after the break you could have something awesome. You also forget, you could switch to Nitro (or back to Raw) in those days, too.
The Attitude era lasted roughly 5 years, with two major promotions putting out multiple hours of wrestling content every single week. And yet the stars still were made to feel big, the matches felt like they had consequences, everyone seemed to have a character or storyline no matter where they were in the card, titles would change hands, fresh match types were created, new things would happen each week... yes, obviously, there was wrestlecrap, but the highs were sooooo high that the odd low was very easy to ignore.

Back then they used to say "anything can happen in the world wrestling federation". Unlike most phrases it wasn't just empty marketing, that unpredictable nature was part of the appeal. The crap was as much a part of that feel as the better unpredictable stuff.
Who knows what you'd miss if you skipped raw, could be the beer truck, a title change or a hand being born, so you'd make sure you'd watch. Now you can skip months without missing much.

It was entertaining, but in retrospect that whole era in general was full of a lot of crap. Even some things were cringey for me. Like the Val Venis choppy choppy your pee pee arc and Bobbitt showing up was stupid even for then,

This was my favorite time period of wrestling, so I'm gonna say no.
I like trash TV so I actually found most of that bad stuff funny.

not wall to wall, a bunch was bad at the time and a lot as dated badly, a lot of the in-ring product in 1999 in particular sucked and it's probably not a coincidence that started to shift when the likes of Jericho, Radicalz and Angle arrived (not forgetting The Hardyz/Dudleys/E&C) adding more in-ring depth.
Sometimes it also goes to show how character is important I have seen many people talk fondly about Gangrel but it's always about his ring entrance and never his in ring work (few people probably have a favourite Gangrel match)

Forgot to mention Harry Beaver Clevage. An out-of-touch manchild who had a sexual obsession with his "mom." Even then I thought it was crap and wasn't going to last. I will say this, I think the reason why it gets a pass is because for the most part, the WWF was willing to listen to fans. Guys like Rock, "Stone Cold", Mick Foley, Undertaker, DX, and Kane amongst many others were getting pushed accordingly that it made the undercard tolerable and you could just go with it. Again, I'll take it(even the crappy parts of it) over whats going on now anyday.

NO. Only about 75% of the undercard. But the primary program stuff was generally strong enough to carry the rest & make us forget about how bad it was.

Even if it was.....it was far more entertaining than todays product. Even if something is completely ridiculous at least it wasn't boring. I think that was a lot of the hook, there was always something happening, Attitude was like a 17 year olds mind come to life, todays product is that of a 80 year old nursing home patient that doesn't know what day it is.

Something else I will say about it, maybe its my age I dunno. But I was basically in the 18 age range for most of attitude I turned 18 in 98, so maybe that is why I look back at it so fondly, but todays product to me is just boring. I'd take the product from back then over todays 10 out of 10 times.
