John Pollock at POST Wrestling reports that due to the recent poor ratings, there will be a "crossover ruling" that will allow wrestlers to appear on both RAW and SmackDown, apparently described as a simpler version of the Wild Card Rule from last year. Gotta love how this only applies to Raw and SD but NXT is again not important enough to be included here.

The wildcard rule literally did nothing for ratings.
Hell, the Raw Supershows were supposed to be for this...and they also did nothing for the ratings.
This will also do nothing for ratings.

Can anyone explain the kayfabe reason that anyone would want any of the midcard titles? It’s all heavyweight so it’s not like you’re the king of your weight class. Just going for those secondary titles makes you look like a big loser that can’t hang with the top guys and it’s not like it puts you as #1 contender or anything. If this stuff was real everyone would be trying for the top title.

How much could the coronavirus situation be a reason for this? Lots of talents have been unable/unwilling to travel to these shows, others are dropping out, others are injured, a whole heap just got cut for no reason...
Or it could be a ratings grab, I don’t f***ing know.

I'm guessing this is less a ratings move and more a, "More people are backing out and / or we want to have more freedom on when we tape things," move, since the Wildcard Rule did f***-all for ratings anyway.
Though if anything they should be trying to make the roster intermingle as little as possible, not more. Probably the biggest reason why having Charlotte work with both the Raw and NXT crews at the same time is a stupid idea.

I'd lean more to Column B because they really do need the ratings grab but circumstances lead to A.

It doesn't matter. None of it matters. The Intercontinental Title feels useless, even if Zayn is stripped of it, who cares when they've done nothing with it for what feels like years?
On top of that nobody gave a shit about the Wildcard Rule when fans were in attendance. Who the hell is gonna care about it now? Nobody is watching the shows, as many people have stated nobody is a ratings mover or a true star right now it feels like. It's just more of the same shit. The only thing this does is ensure that if you didn't like someone on RAW, you no longer get a break from them on Smackdown
Which means I fully expect to see Charlotte on RAW, Smackdown, and NXT, and to put my remote through my television screen.
I'm going to assume it's just to condense roster because of less and less showing up but even still... it's really not gonna do anything.

I've always loved the idea of IC/US/TV guy being able to jump from show to another. And every roster member being able to fight for it.
As World Champion your salary is of course digit or two far higher plus you get more of those mainstream appearances, that's why it's the top prize.
As IC/US/TV Champion the catch is that you get to appear on both shows, that's why you have a good chance to showcase yourself more to masses, and eventually become THE World Champion.
