Surely it's time to admit that he's not in the same league as Austin or Rock. Heck, he isn't even an upgrade over Reigns or Cena.
He doesn't draw, has an average look, and his promos are rotten. He's fine as an upper mid-carder, but he's not cut out to be a headliner.

I don't like the guy, but he's someone who has done more good with WWE than bad. He just isn't the locker room leader or top guy WWE wanted him to be. Few are, especially both. Roman does one, but the other, obviously, has eluded him as much as it has Seth.

I like Seth but never once have I had the impression that he was the guy Vince wanted to usher in a new boom period. I never even thought he was the one they were backing as “THE guy” for an extended period of time.

Rollins has tanked numbers hard whenever he has been on top. His crap heel title run in 2015 started tanking ratings, especially after Summerslam when they did the goofy Jon Stewart angle with Cena. His 2016 semi face return vs. Owens for the Universal title tanked. When he beat Lesnar for the title Raw's ratings tanked even worse, though it didn't help he was feuding with Corbin.
Rollins to me goes in the category with Orton in that their personas don't really match their ring style properly. Orton is a much better face wrestler than heel wrestler, but he's a better heel character and promo. Rollins is somewhat similar. His ring style is too flashy to keep him heel forever, but he's too whiny and dickish on the mic and as a character to be a top face for long either.
