The referee stopped the match because they figured that Asuka would almost definitely be coming after Banks too after the events of last week. So it was a pre-emptive move to protect the talent from imminent harm beyond the context of the ongoing match.

I am more baffled by Shayna just letting Asuka get another title match. Shouldn't she be pissed at Asuka for causing the DQ finish there?

I remember a tag match in 08 where JBL broke up Cena's STF and the ref called for a DQ on the grounds of it being 10pm and the show had to be over. The ol "DQ because eh whatever"

Most obvious answer and the one they should go with: the ref missed Asuka's attack, only saw Bayley down, and assumed she must have been poisoned.

They either need to explain clearly what are DQ-worthy offenses or just say each referee has their own officiating style, with some being more lenient than others.

The impression I got was that Shayna knows going after Sasha and Bayley is a fool's errand, because they will pull every trick in the book to retain their titles. So she'd rather let that fool be Asuka, who has the best chance of beating them because she has a personal vendetta against Banks and Bayley. Then once Sasha is out of the picture (which is inevitable because if Sasha drops the Women's Tag Titles, she can no longer appear on Raw), she takes the title from Asuka.
