Next week I will be taking ownership of my mother's car. What I want to know, the car does not have a rear wiper. Is there a way to attach one if the car doesn't have the option built in?

I have not seen after-market rear window wipers, and even if there were you would need to also install a fluid line for wiper fluid...
Does it have a rear window defroster?

A lot of cars don’t have rear screen wipers. You only really see them on hatchbacks or station wagons (cars that have a near flat vertical rear screen) Hear are some tips for that:
Wipe down all windows before your head out if it’s dewy) Wipe down the door mirrors (so you’ll have a way to see behind if the rear window clouds up) Use the rear screen de mister control if you have it.
Don’t worry about rain, your forward momentum will keep things visible, unless it’s an absolute down pour then I recommend pulling over and waiting it out.

But I used to have the same model vehicle myself and for some reason even with the defroster on, when it snows it builds up.

You can do anything to a car with enough skill, time, or money. This seems extremely high in all three. You’d have to put holes in panels, wire up electrical, figure out a solution for wiper fluid, etc. It would be an extensive project.
