I thought he was a human replica of Soundwave... Nah, it's really Darkseid. Could have also been Fred Jones. We don't know what he did in those years where he and Velma didn't join with Daphne, Shaggy, Scooby and Scrappy.

Actually. Dr. Claw was Alfred E Neuman. Why else would the organization be named Mad (and the Magazine itself was a cover)?
