It's Cena, just because the two were seen as counterparts for most of their career...except that their feud and subsequent reignitions of it are infamously terrible. So it's Cena in a meta sense, but nobody in the practical, quality sense made as much of a splash in Orton's career. Yeah, I completely agree. Cena is his biggest rival not in a major feud sense, but in the sense that they’re peers in careers that spanned the same timeframe.

Cena, although "Bray Wyatt's stuff" might be getting up there.

The answer is Mick Foley - without him, the crowd wouldn't think he's legit enough to do main-event caliber matches.

For the guy who usually works as the heel whose job for much of the past twenty years has beem to make others seem like bigger stars, it sure is hard to find anyone you could call the Sting to his Flair, the Warrior to his Savage or the Austin to his Bret.

Daniel Bryan. Sure it was one feud but Orton was there for the entirety of Bryan's rise to becoming, briefly, the top guy in the entire company. That was also Orton's last run on the top where he wasn't treated as a veteran and was just a guy in his prime

It's Cena and it always looks so good on paper. But holy shit does it suck on TV.

I mean,I`m assuming iconic doesnt mean good.
I usually think on the extremely forced orton cena rivalry, but always with how bad it is.
For me the best career defining relation Orton has is with Edge, rated rko did a lot for him IMO

Wouldn’t say that was how he was used for much of the past twenty years. For most of that he was an up and comer and then someone in his prime. But the answer to your question is Daniel Bryan. Orton was the face of the Authority during Bryan’s entire rise up the ranks to WrestleMania XXX.

Aside from RKO outta nowhere memes, and I'm not sure there's a single thing Randy Orton's ever done that'd qualify as iconic. I’d say his run up to Wrestlemania in 2009 was pretty iconic. Punting of Vince, attacking Stephanie, etc. Match-wise, his hardcore match with Foley at Backlash is the one that stands out.

It's hard to get great feuds from someone who only tries for the first fortnight and quickly slips into Orton by the numbers. Sometimes his matches at the end of feuds are letdowns but many of his actual feuds and builds on TV have been pretty great. Just recently, the Edge storyline, Jeff Hardy feud on Smackdown, the Wyatt/Fiend feud, the bulk of the McIntyre feud (they dragged it out a month or two too long) were all grade A material.
