Top comes to mind. List:
1. Wade Barrett and the Nexus: No way what so ever should they lost at Summerslam and Wade was so over. Should had a title run. Could been the next big angle in the WWE. 2. Rusev: Massive over multiple of times. But was killed by Cena the first time. Didn't do nearly enough with him when Rusev day was so over. 3. Braun Couple: years ago was mega over to only get squashed by Brock. 4.Zach Ryder: 2011-2012 He should had a long title run as I-C or US champion. He was so over, not saying he should been MEer but those titles level for sure. Instead that made him look a like a shumck with the Cena and Kane storyline. 5. HEEL R-Truth: Before he got wellness he should have beaten Cena, even if it wasn't a long title run. The guy was so over and so entertaining. 6. Dolph Ziggler: There was more than one time but More looking at the time he went solo survivor against The Authority with Sting's help. Instead along with him and Dean. Both more over that Roman. They get push to the side for that failed Roman attempt.

No one's even going to mention Otis, or have we already forgotten him? Fans dug him, had him perfectly lined up to win with the MITB briefcase, stuck him in a terrible storyline with Ziggler that pivoted into a worse storyline with The Miz so that Miz could fail the cash-in.

Barrett didn’t get the belt during the Nexus run because he was pretty awful in-ring

Shinsuke Nakamura.
Wasn't actually watching at the time, but when I watched back, why did they not pull the trigger? All I know is that he nearly killed Cena, and people seemed to be disappointed with his matches. I loved the few NXT matches I saw, and the match he had with AJ at MITB, personally. They even had him win the Rumble, and they still didn't give him the title. Wut.

But the match was a huge disappointment and largely forgotten about even with the heel turn

Cesaro. Multiple times. Too bad he's so Swiss. I think of the 2014 Andre Rumble where he got a big spot of lifting Big Show to eliminate him last, getting a massive pop from the NOLA crowd. How did they capitalize on that? Not with a face turn, but randomly pairing him with Paul Heyman for some reason.

I still think Bray should of beaten cena at mania. I think Bray ended up fine, he eventually did beat Cena at mania (and possibly retired him) as well as using his past failures for his current gimmick

Luke Harper, after Orton backstabbed Wyatt. He was white hot, getting cheered over AJ Styles. Vince never liked Harper and took him off TV to kill his heat.
Though honestly go a few years back and you could put the whole Wyatt Family under this. Was there any reason why Harper and Rowan needed to Worf for Kane and the Big Show?

I'll go more recent: Aleister Black
Dude literally was the next Undertaker type of wrestler, giftwrapped with a silver bow on top, and they stomped on it repeatedly.
I know he's still there but I don't see him ever being used right again after the shit I've seen them do to him.

Honestly, it would be easier to discuss the guys they DID pull the trigger on after the Attitude Era.

Literally anyone HHH worked from 2002-2004. Kane, Booker, RVD all could have had runs with the belt but they didn’t happen for obvious reasons. Even Orton in 04 was sacrificed at the altar and didn’t get back on track until the next year.

Luke Harper, after Orton backstabbed Wyatt. He was white hot, getting cheered over AJ Styles. Vince never liked Harper and took him off TV to kill his heat. All because Harper didn't speak with a southern accent. It shows you how insane a Vince is.

Barrett didn’t get the belt during the Nexus run because he was pretty awful in-ring Yeah, people like trying to act like Nexus were dead after Summerslam... but they were still pretty damned hot as an act. Barrett's actual main event matches hadn't happened yet... and then he went up against literally anyone other than Cena and completely shit the bed. Cena could carry him to a good match... but at the time seemingly no one else could... and that was the nail in the coffin for Barrett over anything else. that SAID Barrett when he came back with the Bull Hammer or Bad News? they totally should have pulled the trigger on him. Wut. They botched Mania 34 pretty bad. If AJ/Nakamura main evented, and Shinskume went over, Nakamura would have been made. But the match was a huge disappointment and largely forgotten about even with the heel turn Even with the loss at Mania it could spur the heel turn... what killed him was... well... they never let him win. After the heel turn and all the mind games he was playing... AJ just f***ing beat him like every single time... Nakamura looked like a f***ing joke. Otherwise... yeah... it'd be easier to say who they actually pulled the trigger on.. cause like they have tons of people on the roster and who left that were white hot at one or multiple points and they just didn't seem to give a shit. Cesaro, Rusev, Balor, Otis, Black, Ricochet, Zayn, Ryder. Hell I'd put Dibiase Jr. on there because they were dying for Ted to attack Randy when Orton went after his father... Ditto with Cody and Dusty. Dean Ambrose which is kinda strange to say considering the accolades they did give him... but he was considerably more over than Roman ever was as a face... but they never treated him that way.
