11.
But I would also have put Wrestlemania XII on this poll. It’s worse than 13 and 15, IMO.

13 is the one I watch the least out of any of the classic WrestleManias. It’s a one match show. And everything prior to Bret/Austin is boring beyond belief. Many of the matches also deviate heavily from the storylines that were going on in the months prior to the show. Austin and Bret almost felt like a rehash of a settled feud by that point. It’s a thrown-together show that isn’t very good. No wonder more people bought WCW Uncensored than this.
The other three they were at least trying. I actually like WrestleMania IX (partially nostalgia for sure as it might have been the first I saw live). WrestleMania XI they tried really hard to make it a memorable show and the two main events are very good. I wasn’t reading dirt sheets in 1999, but WrestleMania XV occurred at the height of WWF fandom at my school and I remember it being nearly universally loved. It’s a mess of a show, but it’s still a fun watch.

11 is a terrible PPV held up entirely by great performances by Bam Bam Bigelow and Owen Hart. Bigelow drags a good match out of Lawrence Taylor with all of his effort, and it should have been a stepping stone to far bigger things in the WWF. I know why it wasn't but still - these days you'd be due a title run for achieving that sort of miracle. As for Owen, his character work in the tag title match is brilliant, and I always get a kick out of him celebrating the win like a kid at Christmas. In fact I've been marathoning Manias (an error, likely) and I saw 11 last night and Owen's leaping up and down with the title still made me grin. 13 is a two match show - tag titles and the I Quit, but people are trying. Even Sid tries. He also cracks me up. "Here comes the most dangerous man in the Federation" says the commentary as Sid yells "who's the man?" and fist bumps fans in the audience. Sid had a number of weird babyface moments during that 96/97 run. He was getting a ton of face pops with all of the men in the crowd during his HBK match at Survivor Series while most of the women were behind Shawn, and Sid responded in kind. (Which led to this amazing shot after Sid wins where you can see one lady in the audience looking devastated, and the fellow next to her is all “hell yeah!”)

I think 11 is the worst. It looks like a House show rather than a Wrestlmania. Bam Bam v LT was fine but as a mid card match and should not have been on last. Shawn v Diesel while a good match (and should've been last) was basically just Shawn going into business for himself.
Wm9 despite the awful backstage Hogan politics had a great look and feel. While the Stieners v Headshrinkers was a great match. Rebooking I would've had Perfect v Razor and Backlund v Lex instead. I also would've had Tatanka win the IC belt
