Who are some characters in toy-based shows who dont resemble their toy designs? I'll get the obvious ones out of the way first, G1 Ironhide, Ratchet, and Jetfire from the Transformers (Reflector too, come to think of it).

G1 Galvatron's toy too, but they did try to rectify that in later re-releases.

The original Ninja Turtles line was loaded with these. Usually just costume differences, but Napoleon Bonafrog, who in the cartoon was just a pallet swap of Genghis, his toy had a completely different looking skull with weird facial ridges and crests.

The original Ninja Turtles line was loaded with these. Usually just costume differences, but Napoleon Bonafrog, who in the cartoon was just a pallet swap of Genghis, his toy had a completely different looking skull with weird facial ridges and crests. Heck, compared to the cartoon, the first wave of the main 4 had that as they more resembled the original comic:

The Turtles in toy form were like a combination of their original comic book look and what they became in the cartoon. Shredder was particularly different from his toon form and they never really updated him.
With He-man there were many that were different from how they were portrayed in the cartoon. Man-At-Arms not having a mustache in toy form and Teela never wearing the snake stuff in the toon stand out.

There was also Broadside … whose original cartoon robot design was so different from the toy, they changed the cartoon design mid season so he actually resembled the toy.

Not cartoon characters but the toys Ring of Honor were releasing a few years ago looked like knock offs of Ring of Honor wrestlers

Toxic Crusaders is one that stands out.
Mutant League is another.
Most of the Ninja Turtles figures, especially the 80’s figures, looked very different from their cartoon counterparts.
Damn near ALL of the Transformers prior to season 4.
The Power Rangers figures were super buff and had those goofy chest coins.

A bunch from G.I. Joe:
Wild Bill toy had him wearing green with a brown vest, and a blue hat and silver sunglasses. Toon had him wearing blue with yellow vest, tan hat, and black sunglasses.
Lady Jaye toy had her wearing a black cap. Cartoon never showed her wearing it.
Covergirl toy had her wearing tan with brown vest and short red hair. Originally in the cartoon they had her wearing all green and she had long blonde hair. They later changed her design to watch the toy.
Cobra B.AT. toy had a silver face plate. Toon had a red face plate.
Zartan toy had this sort of brown hood over his head. Cartoon tried to portray this as brown hair. Toy also had him in brown shirt where as the toon had him wearing a blue one.
I also never felt like the toy version of Flint looked much like his cartoon counterpart or even the art on his card. I think it's his face and the way the toy is wearing the beret that seems off.

Not sure if it counts. But we never saw Dr Claw's face in Inspector Gadget. It's wasn't until an action figure came out years after the show that we found out what he looks like.

Different robot face and some tweaks to both his modes, but still recognizable. (actually going by faces alone, a LOT of the original G1 Transformers count here) Can we count the Rumble/Frenzy argument as an example?

Did anyone outside of toys use the orange visored Cobra Commander? That version briefly appeared in the comics before they went back to his hooded look since that look got an updated figure.
