Maybe it was just long term inter promotional story telling. He started off with the money to influence the main event storyline. By the 1990s he only had enough cash to put together a stable of jobbers. Then by the mid to late 1990s, he was so broke he didn’t have enough money to be a player in the WWF at all and instead had to resort to being a glorified hanger on in the NWO. He was introduced as the benefactor of the n w o and I don't remember specifics of anything behind the scenes but I think he was supposed to be the main mouth piece (not that anyone in the original group needed one) but eventually the non-wrestler mouth piece role was taken by Bischoff. I can't remember if Ted thought something bigger was supposed to happen or if he requested to take less of a role.

When Hogan secured a former millionaire who blew through all his money, he’s not going to hype him up as a broke bum. He’s going to trumpet up that he’s got not just a millionaire, but Billionaire Ted! As for who the real benefactor of the NWO was? Well I blame Bischoff secretly funneling WCW/Turner money.

You want to gage of how the Million Dollar Man fell from grace. The beginning of his run he is feuding with Hulk Hogan. At the end of his run, he is feuding with Savio Vega. Think about it, from Hogan to Savio, that is never a good thing.

It was the sign of the times, business in WWF was very poor overall and someone as talented as Ted suffered. It wouldn't surprised me if his heart wasn't totally in wrestling anymore either because it showed. He wasn't that old and probably felt he had a bit more time left and Vince probably liked him so they found something for him to do. He wasn't Gorilla or Jesse or Bobby as a commentator but I think he was pretty good. He also played a bit in the middle. He obviously played up the heels but didn't really bury the good guys either. It was funny having him on commentary with Virgil getting elminated in the 1994 rumble so quickly.

Yeah sure didn’t seem like a millionaire when he was managing the Steiners in WCW. He seemed like a guy who needed cash. Perhaps he should’ve thought of this future when he was throwing big bucks around to Zeus and the Powers of Pain to win a simple Survivor Series match and then three big oafs all get themselves disqualified anyways.

The Million Dollar Belt. Pretty but meaningless. In a just world the Million Dollar belt would be the 4th Tier 'Joke' belt on Smackdown after the Television, U.S., and World Heavyweight belts.

For all the money he 'paid' Virgil those 3 years he could have bought off the entire Heel locker room for one night and won the title at WM IV.

The Million Dollar Corporation, those dudes were seriously worse than the Dungeon of Doom The fact that non of them had any success and most cases lost. He paid so much for Sid who didn't do shit. Failed to be Diesel. Get booted off of Summerslam who he was going to challenge Shawn for the I-C title. All of sudden he replaced by Razor. Teamed with up 123 Kid that again went nowhere. 123 Kid again buyout to turn on Razor that again went nowhere but lose. The group never won a title. They never won big matches.

Was spending all that money on "gifts" for Sapphire just to embarrass Dusty Rhodes, a man he had no real issues with beforehand, really worth it? He had a really unfortunate habit of “buying” black people...

(at least he was by the Rumble of '91, I can't speak for prior to that.)

He payed Johnny Polo to take his spot as co-host for All American Wrestling and a have a new portion of the set built (why does a man managing a stable and providing color commentary on another show whose already rich wants more duties is beyond me) and then the show gets canceled a few weeks later and his set is torn down what an extreme waste of money and time

he paid Barry Darsow to beat Virgil before Summerslam 91 and that failed. Darsow was so distraught that he had to take a job as a Repo Man which ironically helped his self confidence. He later made it up to DiBiase by helping him regain the Million $ title.

Paying a young RVD to buy weed.
Well, Rob kissed his feet, but Ted was an enabler. That money didn't go for milk & cookies.

He had a really unfortunate habit of “buying” black people... Nikolai Volkoff had to wear black trunks with gold lettering with the phrase “Property of Million Dollar Man”. Maybe he blew all his money on attending the “WWF Live Experience” shows too many times as he was sitting in the front row for weeks leading up to his alliance.

The Million Dollar Corporation, especially Xanta Claus. Though that Ringmaster was a price prospect. Whatever became of him? The Million Dollar Corporation... easily one of the worst stables in the history of wrestling. How they existed for two whole years is a miracle, and yet nothing interesting happened in those two years.

Always found it revealing over how far he fallen, that Savio Vega was his arch enemy on his way out. You go from Hulk Hogan to Savio Vega, wow.
