When vince signed Sid in 1991, there was talk that he was offered Hulk's spot. Clearly the first parts of his run seemed to be heading there. Posing with hogan to end summerslam 91. Helping savage fend off roberts and taker. Left off the card at survivor series. Getting more cheers than hogan at rumble 92.
What was the plan? Was a heel turn always in the cards or would they have just moved forward with a Hogan style top face run in the exact formula as hogan? What would his coronation have been and would he have won the title sooner? Was hogan vs justice always a plan and was it ever considered to do face vs face? This whole run and what vince had in mind has always been murky to me and was greatly affected by warrior's firing, Hogan's future, steroid trial, sid leaving after wm8, etc.

I have my doubts of any formal offer for Sid to replace Hogan since, while Sid obviously tended to get pretty popular, he didn't like being a face and felt the money for him was being a monster heel. He probably wasn't wrong, judging by how dogshit most of WWF's attempts to have face champions over 6'5 ever turned out. (Barring Hogan himself, obviously.)

Given the formula that had worked since 1986 I'm guessing the plan was always for Sid to turn heel.

I was 13 in 1991 and was feeling the Spidey Sense about a Sid heel turn from basically the moment he arrived. Hogan allies ALWAYS turned out to be jealous, paranoid and/or mentally unhinged.

I always assumed the heel turn was part of the plan. Sid is a natural heel - albeit a popular one - and I just can’t see him as the baby face face of the company.

Plus if you had seen Sid in WCW, you were right to be suspicious. I always felt uneasy about good guy Sid. How could I trust the guy that was trying to murder Flyin Brian in the WarGames just a few months ago?

Kevin Nash actually mentions this a lot in shoots about why Vince was hesitant to bring Sid back in 95. Vince was ready for Sid to take Hogan's spot but Sid shot it down thinking he'd make more money as a heel. Basically Vince held a grudge because he felt Sid cost him bargaining power against Hogan

Sid turning down Hogan's spot has been widely reported and I'm almost positive even Bruce Prichard confirmed that Vince wanted Sid to have Hogan's spot but Sid turned it down because he preferred to be a heel.
As far as Sid's plans beyond WM 8. I remember the second show I ever attended was a house show in May 1992. It was supposed to be main evented by Warrior vs. Sid. It was changed to Warrior vs. Papa Shango a couple weeks before the show. I think Mooney or Okerlund reported that Sid was "suspended" for some reason. In reality it was softball season and Sid had more important things to worry about than the job that paid him a lot of money.

Well than 96 / 97 is the best of both worlds. He got to be a face with all the money that comes with it, but still do heel stuff. He attacked an old man and his son, and everyone still loved him. Like the WWF version of body suit man.

Like the WWF version of body suit man. Sid could have been great as a full-time tweener who just wrecked everybody if he had just been reliable. The guy had a perfect look, that weird but undeniable charisma that compensated for his lack of polished promo skills, and while basic in the ring he was still a solid worker for a big man.

I wish he had a real manager, like The Judge in ECW in 1999.
All he does is tell Sid to DESTROY.
The man would be SO OVER in 1992!
Sid vs. Warrior at Summerslam 1992.
Sid vs. Randy Savage at Survivor Series 1992.
SID vs. Yokozuna at Wrestlemania IX!

In Sid’s defense, by his own admission, he had no idea he main evented Mania 8 with Hogan. He didn’t forget. He didn’t know. Sid wasn’t exactly the most tuned in employee.

Having met Sid at an autograph convention a few years ago, I can seriously see why he wouldn't know which events he was at, even if it was a PPV. He was nice but the assistant at the convention had to tell him what to do for every fan like he had no idea what to do himself. He also almost always dressed in a 1980s style colorful windbreaker and blue plaid shirt like an older guy would wear sitting on a porch swing drinking lemonade like he's stuck in a certain era. The guy is just not with it and never really has been. I can see Vince talking to him about a big show and like someone would talk to Homer Simpson, nothing is connecting or it's going in one ear and out the other.

And I say that as someone who loves Sid and has a painting of him hanging in my living room.
