I would say David. He worked as a Heel in Florida before returning to Texas in 1982. Davis was also taught how to be a booker while in Florida.
He understood the business a lot more than Terry Allen did.

He understood the business a lot more than Terry Allen did. That seems like more reason for David to move into a front-office role than being a traveling World Champion. He can do one or the other but he can't do both.

Never knew David was on the nwa board. Any idea why he was and Fritz wasn't?

Although Magnum TA was one of my childhood favorites, he wasn't a long term champion. If he didn't get into the accident, he and Luger are feuding, and he maybe wins when Garvin did, losing it back to Flair at Starrcade 1987. I think Luger and Sting start to outshine him as top babyface prospects in 88, and he ends up in WWF when Dusty and Windham did, with a biker or some really dumb gimmick.
David also, he's winning it in 1984 like Kerry did, but losing it back to Flair. Even though he was doing great heel work in Florida, they were picturing him being the next Dory Funk Jr, and that's not happening by 1986. David isn't doing 10 shows a week making local top faces look great. You think Fritz would allow his kid to look bad in every city? No way the board doesn't have issues with that. Flair is the only guy for NWA in the 80s. I do think that less tragedy would have befallen the Von Erichs had he not died, and who knows, World Class may have gone on alot longer, who knows. Fritz was still Fritz.
