I don't think he was that hated. Maybe there were some grumbles but the fans seemed mostly indifferent and bored rather than mocking and giving him gtfo heat.

I think we're moving the needle too far into the other direction both here and in the False Narratives thread. If fans are cheering the SULTAN over you and you're supposed to be a babyface, there's a problem. A major problem by 1997 standards.

I think something else you have to take into consideration was how long the Blue Chipper's push lasted compared to Roman Reigns'.
Imagine, if you will, if WWF had responded to Austin getting hot and more popular than the Blue Chipper by having Blue Chipper bury him repeatedly. Imagine if, instead of turning the Hart Foundation heel, they'd turned Bret into Blue Chipper's boot polisher. Imagine if the bookers had responded to Blue Chipper's unpopularity by pushing Los Boricuas as the top heel stable because they were unpopular enough that the fans preferred Blue Chipper to them. And imagine if this had gone on for around two years. Then Blue Chipper might be more comparable to Reigns.
Also, I think at the time Doink might've had more X Pac Heat than Blue Chipper. Look up the Doink/Waylon Mercy match on youtube, and when Mercy gets the sleeper hold on Doink, the "Kill the Clown" chants are LOUD.

Fans were given no reason to cheer him, his entire gimmick was 'guy who's related to guys your dad has heard of that smiles a lot.' While there wasn't a rabid hatred, he was pushed in the wrong way at the wrong time not to be met with hostility. People wanted an edgier product, not a Rock and Wrestling undercard gimmick.
