Definitely one of the greatest to never hold the World Title. He was an excellent Heel, and he was even a really good Face when given the chance.
Look at him in 2004. They did a slow-burn toward him turning Face. He was initially tasked by Eric Bischoff to run Eugene out of the WWE and ended up bonding with him. Triple H called Eugene out one week and Regal came out to cut a great promo, as he usually did. The line that still sticks with me from that segment was "I will battle you with every ounce of violent venom that runs through my veins!" Just the delivery and the body language from Regal sold it. Regal and Eugene winning the tag titles was one of the most heartwarming moments I've ever seen.

There's this awesome promo he cut in WCW on Finlay that sell how physical their match was going be. Can't find it. And speaking of his great body language, on NXT, Asuka was dealing with multiple people gunning for her title and she was pissed. Regal asks her "which one do you want?", Asuka screams, "ALL OF THEM!!" them Regal gives this looking he was about to sign off on a possible war crime.
Just saw the news of his departure, wish him all the best and I hope if he wants to keep doing wrestling stuff (in whatever capacity) he ends up somewhere good.
He didn't really appear on my radar until early 2000s, and I'm not sure I got him when I first saw him, but since then I've really warmed to him and he seems such a great and interesting (and humble) guy. He's always good in interviews too.
Highlights off the top of my head are Eugene/HHH, the Cesaro promo, and although I didn't watch NXT I did enjoy what I saw of him in it (and him dealing with Dunne on that debut UK Championship show, I thought he fit the role very well).
Think he did a couple of good promos during the Invasion era too, but my memory of that isn't very clear.

Another bit of Regal greatness was Tajiri’s first WWE match. Regal was in his corner and his facial expressions went from disgust he had to be there to amazement that Tajiri could actually wrestle to sadistic glee that he had stumbled upon a human buzzsaw were simply incredible.
