As we know, WWE's Hall of Fame is built to have a high profile nature. It's a yearly event that celebrates the stars of yesteryear that paved the way for today's stars. Yes, there are questionable inductees(Koko B. Ware being the go-to example), but it also has major names such as Hulk Hogan, Bret Hart, Ric Flair, "Stone Cold" Steve Austin, Randy "Macho Man" Savage" and a huge list of others that we can pretty much all agree that qualify.
There's only a few established names that are yet to receive their plaque such as The Undertaker, Rock, John Cena, and Brock Lesnar. While many smarks use to complain about glaring omissions(such as Bruno Sammartino and Randy Savage who were inducted in 2013 and 2015 respectively), we now have the opposite problem where there few big names left to induct.
This combine with the fact that WWE has had something of a problem of making new stars in the last few years. I mean, the two main stars are Brock Lesnar and Roman Reigns who were also in the main event scene in 2015. It also dosen't help matters that WWE brought up part time talent from 10 to 20 years ago(such as Goldberg and Edge) to spark interest. This ranges from winning main event titles, headlining Wrestlemania, and making today's stars look like chumps by physically owning them.
This means by the end of the decade, with less and less big names to headline, they'll have to compromise and go with midcard to upper midcard talent to fill up classes. I mean, a class headlined by Al Snow(insert Mick Foley joke here) dosen't sound like something that drums up ticket sales.
So, what's the best way WWE can combat the Hall of Fame problem before it becomes an issue and they start digging at the bottom of the barrell?

Instead of putting 7+ people in every year, they could buy a lot of time by just inducting 2-3.

I don't get this issue people have with the standard of inductees. It is a showcase of the history of the company and the people that they believe have contributed to it. Why should it matter how over they were if the company they worked for want to honour that person's contribution?
You can rag on the WWE for many, many, many things and rightly so, the product at the moment is absolute bollocks. But this feels like a stretch, because if they want to (no matter how disingenuous it may come across) acknowledge Koko B Ware and he is willing to accept the accolade, then why should it matter?

I mean the overarching issue is that it's not a real Hall of Fame. No one votes on it or anything. It's just a list of people Vince feels comfortable honoring. And the discussions online about who actually belongs usually aren't productive either because no one really wants to be mean and argue someone doesn't deserve an accolade (even though there are definitely some in their HOF who wouldn't be in it if it was real and had a legit group of knowledgeable voters).

I think you're underestimating how many big names are still to go in. Off the top of my head I could probably book 20 years worth of just headliners.
100% Headliners:
The Rock Undertaker Triple H John Cena Brock Lesnar Batista Roman Reigns Randy Orton Becky Lynch Chris Jericho Rey Mysterio Daniel Bryan CM Punk Seth Rollins Jeff Hardy New Day as a group The Shield as a group 4 Horsewomen as a group
Other Inductees (a few of these could potentially headline a class):
AJ Styles Big Show Dean Ambrose Sasha Banks Charlotte Flair Bayley Kevin Owens Usos The Miz Bobby Lashley Sheamus Drew McIntyre Finn Balor Cesaro Christian Matt Hardy Bray Wyatt Bianca Belair Alexa Bliss Asuka Shinsuke Nakamura Ronda Rousey Paul Heyman Dolph Ziggler Samoa Joe Mickie James Sami Zayn MVP Goldust Santino Marella R-Truth Steiners New Age Outlaws X-Pac Lex Luger Sable Chyna Melina Victoria Ken Shamrock Lance Storm Raven Tommy Dreamer Sabu Sandman Tazz Rhyno Vader Bam Bam Bigelow Sid Vicious Demolition Jim Cornette Rick Martel Haku Dean Malenko Chavo Guerrero Tajiri Owen Hart Brian Pillman Paige AJ Lee Elizabeth Umaga Billy Kidman Shelton Benjamin Natalya Finlay William Regal
And these are all fairly modern names. There are still people from 30-70 years ago to go in. In the future I can also see the top NXT-only names like Gargano/Ciampa/Undisputed Era going in.

Kind of shocked Big Show isnt in there already (no real chance of him getting in unless he leaves AEW though). Owen isnt going in there because Martha refuses to let him in there (things MIGHT chance once Vince is no longer there, but its doubtful).

There is the Flair/TNA example where he was allowed to get inducted but WWE definitely sees AEW on a different level than TNA at that time (as they should).

They essentially brush off any impact he had for the business. Yes, I understand that his runs in WWE weren't very long, but he was always someone who the crowd absolutely loved despite him not being technical in the ring. I get that friends typically get first go for the Hall of Fame, but once they started inducting people multiple times over, and then treated pioneering legends like Mildred Burke and Lou Thesz by putting them in the "legacy" wing without a true proper induction, that really felt disingenuous. I'm actually fine without having "headliners". I just want to see wrestlers get the proper honors for what they contributed to the business. I don't expect everything to perfect, but I don't think the end goal should be to sell tickets. The Hall of Fame sells itself. And enough of the spite, just induct Demolition already.

Well, if they run out of names, could they finally induct Cindy Lauper?

Unless I've missed some of these, Earthquake, Vader, Sid, Bam Bam Bigelow, and Demolition all need to go in, and I believe Sean Waltman arguably deserves a solo induction.
Hell, I'd probably do the Natural Disasters as a team just as a way to get Fred Ottman in.

To be honest I've always thought having some kind of measured checklist for what properly considers you to warrant being in the Hall of Fame is an incredibly dumb approach to take because wrestling isn't something that can be boiled down to numbers or some kind of baseline in terms of how well you did at your job or how much you had to contribute. Not that, "Vince just picks who's marketable," is a great way to do it either necessarily but I think trying to have some kind of objective metric for it is just a surefire way to end up with stupid bullshit like how it took an eternity for the Observer to consider Sting worthwhile.

When I went to Mania in 2015, I sure as hell made it a point to skip the Hall of Fame even despite having tickets in my Mania package. You could not pay me to sit through that boring shit.

The politics surrounding actual Halls of Fame make WWE look like amateurs.
At least WWE puts their bullshit right up front.
Look into the shitshow that was getting Pat Burns into the Hockey Hall of Fame. They played politics and he never lived to be at his induction, which was 100% guaranteed he’s more than worthy.

It seems we're still a ways off before we get to Jamison as the headliner and Rob Bartlett as the celebrity inductee. (Although I do hope to live long enough to possibly see that happening.)

Yeah... being memorable, marketable, or doing important work behind the scenes are like... the only tangible ways to truly measure being in a Wrestling Hall of Fame. ALL of the other accolades in wrestling are bullshit... and even something like you made money! is hard to gauge due to like... you aren't wrestling in a vacuum, and you aren't wrestling against yourself... there are so many other factors that could show why ratings are up or down it's not entirely fair to pin it on ONE person or the other.
