Until they make them so that they can be fit through belt loops and serve some functional purpose, they are props.

The 25k NWA deposit wasn't for the belt. It was to ensure you did the job when your time was up.

They are a prop that was given to a wrestler who had reached a certain level. A belt gave that performer prestige and value.
That shifted, I think, to giving wrestlers Title belts to try and elevate them. In doing so it waters down the value and prestige of the belt.

Is a championship trophy in a sports league a prop? Probably so- it has symbolic value for winning a championship, but the team doesn't put it out on the field, ice or court during competition. An Olympic medalist doesn't wear their medal around their neck, but the medal itself is a "prop" of sorts to help us identify and remember the champions and give them a physical acknowledgement that they won something.
So, Roman Reigns has been champion for 600+ days and unified two championships. While those belts don't directly signify a competition in truest form, they do identify that he is at the top of the profession in wrestling. He deserves them and has put in the work to carry them and represent WWE. I don't consider them props in the same light as a steel chair, so maybe they are more of an award than a title in the literal sense.
At the most cynical level, we can boil everything in wrestling down to being a prop or an act. There is a reason that we call ourselves fans and enjoy it though.
So, OK the belts are props- I guess that doesn't bother me.
