You're thinking of Jerry Flynn. Dude was a member of Jimmy Hart's First Family, had a nothing feud with Ernest Miller at one point, and was gone by 2000, I believe. He was pretty much a jobber to the stars so I wouldn't say he had a failed push as he never got pushed

At one point WCW tried to push Brad Armstrong. The first push was as a pretty generic cocky heel, and Brad just didn't play that role well. Then they put him in the No Limit Soldiers, where, seeing as he was the only one of them that could work, spent most of his time playing Ricky Morton in tag matches, so even though he was being "pushed" he looked like a chump. Then they reunited him with his brother Scott and proceeded to do nothing with them. Then they made him a Road Dog ripoff named Buzzkill. Then they gave up. Brad must have been a Bobby Eaton type of guy who was so nice that no one wanted to let him go. Brad was around forever and it wasn't even like his run was constant. He'd disappear for a while, then come back and have a small run where the commentators put him over highly, then he'd disappear again, come back etc... Bobby was around more often but he'd be off TV for a while, then brought back with a new gimmick and the commentators always put him over. I think Brad only got like 2 PPV matches during the pre NWO era, doubt he got any during their era but what was so strange is that I think he wasn't even seen much prior to those PPVs. I don't remember him being around much before Slamboree 1993 and I don't remember him at all being on TV much prior to Slamboree 1996, where he was all of a sudden the #1 contender for the cruiserweight title. I also don't think he did any Clashes despite WCW always using a type of guy like him who could take a loss for a mid carder they were trying to push. But again, I'm guessing someone or lots of people in the company liked him.

I was big on The Kwee Wee. This guy had all the tools, it boggles my mind: how could WCW not find a good spot for him in the card?

Well ACKCHYUALLY... Jerry Flynn did get a little bit of a push.
It started when Goldberg was willing to sell for Flynn, because Goldberg had that thing where he wouldn't sell for guys he didn't think could kick his ass, and Flynn was a legit karate fighter and pretty big as well. He got promoted out of jobberdom when The First Family started, and he got pushed a little harder than that after it broke up. He beat Barbarian via armbar in a "boiler room brawl" where WCW decided, for some reason, to film it at a low fps. However, he got injured, and Vince Russo came in while he was out injured and had no interest in him (he must've watched the Miller/Flynn feud), so he got released.

This is not including the times they tried to push him before this, including "Candyman" Brad Armstrong who handed out candy to fans on his way to the ring. Brad got the most pushes for the least return of any of the Armstrong brothers. Meanwhile, Steve was the biggest, most athletic, and best looking of the three and aside from the Young Pistols, he got nothing.

The big thing I remember Brad Armstrong doing in 1999 WCW was pinning Berlyn out of nowhere at Halloween Havoc 1999, absolutely obliterating Alex Wright's newest gimmick.
