Maybe the TNA game? I have no idea who was in it, but I can't think of any dead TNA guys, so it's my best guess.

I guess this is a mixture of the unfortunate mortality rate of wrestlers plus it becoming en vogue to add legends to the games.
I'm imagining Brodie Lee is probably going to be in the AEW game, so that one will be out of contention for this at launch.

The closest I got was the Gameboy advance game Road to Wrestlemania alas Eddie and Benoit are in that one.
Superstars 2 for gameboy was close as 5 out of 6 of the wrestlers in it are still alive Hogan, Undertaker, Jake Roberts, The Mountie & Sid Justice just not Randy Savage.

Had a theory that the GBC WrestleMania 2000 roster might fit but looking Big Boss Man was in it. He's the only one though; kind of surprising since I kind of figured if anyone dead was going to be in that version it'd be Chyna.

I tried to look at the handheld games to see if one had a limited enough roster that might be able to hit the lottery of all five or six of their roster alive, but there's always one. Road to WrestleMania X8 for the GameBoy Advance came sooooooo close for the amount of wrestlers it has, and it released when Benoit was out with neck surgery, Eddie was in between stints dealing with his demons, and wasn't so far in development that Scott Hall could be pulled from the game, but out of the 15 wrestlers in the game, Test ended up being the only person not with us at this time.

Candido, New Jack, Balls, Test, Umaga (Ekmo), Chyna, Crash Holly, The Wall, Abismo Negro, Viscera, Perfect, Brian Christopher, Daffney to name a few more.

I've not had time, nor the patience to check, but what about the Backyard Wrestling series? The first one might have no dead people. On first glance, no one sticks out to me as no longer with us, anyway. The sequel, though, has New Jack in it.
