It's because they don't have his likeness rights for the game. They also blurred out Michael Cole, and random fans.
Nothing malicious, just blurring the faces of everybody they don't have likeness rights to, instead of contacting everybody.

Yeah I was coming to say the same thing...They have positioned the announcers and stuff in certain angles too that hide their real face textures

But yeah, this is nothing new. They blurred out Jack Tunney’s face in 2K14.

They should have used a blue dot. But yeah, this is nothing new. They blurred out Jack Tunney’s face in 2K14. Hell, in 2k16, they created an entire stand-in for Mike Tyson in the game’s Austin/HBK recreation, a non-descript bald guy named “The Enforcer”.

It's not a matter of them not having the likeness rights to Michael Cole, it's a matter of them taking the time to go through the process of obtaining them for the game if they don't have to. He's getting paid for his voiceovers without his face ever appearing in the game. If he was going to have an onscreen role then they would have gotten them. But since they didn't bother, now they have to blur his face if it happens to appear in a shot.

If that's the case, why not just edit any sections out that contain people they don't have under contract? It's far less noticable if you just turned the titantron into a 5 second loop than it would be to start blurring people out.
And is Zack "really upset"? Of all the stuff to get emotional over.

No, it's a video package in the game. The story modes where you can recreate historic moments/matches are accompanied by recaps.
