I was watching some ER clips today and it struck me just how much I enjoyed Dr Bansfield (Played by the amazing and ageless Angela Bassett) I thought she really brought an interesting dynamic, but she only arrived in the final season.
Bonus mention: Same show: Dr Clemente (played by John Leguizamo)
What are other people's examples?

Whistler on Buffy The Vampire Slayer would have made a great addition to the Angel spin-off but he only made 2 Buffy appearances
I would have loved Officer Debbie to stick around on Brooklyn Nine Nine
Sam Paek, Pat Morita's character on MASH, would have made a great recurring character

Clem on Buffy was a lot of fun. I was expecting him to be a regular guest in season 7. Instead we got to spend time with the potentials...

K'Ehleyr was a great character on TNG with loads of potential that sadly went unexplored after only two episodes.

Years ago I had read something about him having drug issues but there doesnt seem to be anything to support that. They replaced his character with Doyle whose actor did have major drug issues. Max Perlich was on several episodes of Justified. Good stuff. Edit. Joss Whedon had worked on Roseanne so he probably knew Glenn Quinn from that. He might have wanted to give his buddy some work. Didnt work out.

Always kinda liked Alice Baker on Smallville. Wish we had gotten some more of her before they killed her off.

Not a TV character, but rather a comic book one. I really liked the character of Ace, but he only appeared in 2 Spider-Man annuals before disappearing. He seemed like a character that could show up in Chicago, be a street-level hero-adjacent character (he made money protecting small businesses from crime by brutalizing any criminal that dared target any place that was under his protection), all while trying to make peace with his gangster past. He likely was a mutant of some sort that actually was a challenge for Spider-Man in a fight, especially since he did not trigger spider sense.

Pete Hutter, the dim-witted but extremely verbose (and apparently indestructible) bandit from The Adventures of Brisco County Jr.

Eddie on Friends. He became Chandler's roommate for 3 episodes when Joey briefly moved to a bigger place. Eddie started out normal, then got progressively weirder until they realized he was completely batshit crazy. The funniest story arc the show ever did in my opinion.

I assumed they got nervous with the idea of a "nice" demon as their very existence implies we may have spent the last six seasons cheering on a racist serial killer. Matthew Abaddon played by Lance Reddick (Lt Daniels in The Wire) an actor who can be creepy and cool in the same scene pops up in Hurley and Locke's flashbacks and was set up to be an important part of the island's mysterious lore but as the show was rushing to the end without a clear direction he was randomly killed off and never mentioned again. Most of the Squid Game characters qualify as only 2-3 make it to the end (and far from certain we see them in S2) but I liked Ji-yeong the woman released from prison for killing her abusive step-father who throws the marble game so Sae-byeok can continue.

Feech La Manna in the Sopranos. Robert Loggia was so great in those few episodes.

Yes! Abaddon seemed so interesting and terrifying, I really wish they had something bigger for him but at least Reddick got to be Broyles on Fringe shortly after.

Invader Zim would have had enough juice to get another season or two, I feel, but the biggest shame was not getting more Tak. I know Jhonen Vasquez wanted to use the character more in future episodes, but obviously, that didn't come to pass.

Everyone on Saved By The Bell. No one deserves to go out with Zack Morris being such trash, you end up...you know!
