I thought about buying that Balan whatever game because I kind of felt sorry for him. I don't know...maybe I will put some money on his commissary book or something.

That's the live service game that just shut down because no one played it. Not a good look. Square Enix is such a weird company that the left hand can be responsible for some fantastic games while the right hand does absolutely baffling things like jumping on trends and get rich quick schemes like NFTs months after the market implodes on itself.
The tale of The First Soldier is a fascinating journey of incompetence of game publisher management. They set out to create a game for people not interested in RPG's to get into Final Fantasy. They decided to make it a battle royale live service shooter game. Only the people in charge of the project were not only not fans of the battle royale shooter, but never even played a single example of one in their entire lives. And it was all downhill from there.

I've never even heard of it but that game sounds like a fascinating episode of "Wha Happun?" waiting to uh... happen.

If so, I'd imagine the fine is the main consequence, though yeah, obviously this is also meant to deter him from doing this sort of thing again. Of course, it'd probably take years before anyone would trust him in any financial venture again, anyway.
