Fisherman's Friend, actually, a cough drop.
The ads were maybe a bit too successful, because a couple years later they ran ads saying "It doesn't taste THAT awful... and it works!"
(Which is right, they don't taste that awful and they work as well as any other menthol lozenge.)
Edit: wait, no, my bad, it was Buckley's Mixture that did those ads so it was a syrup. I think Fisherman's Friend did something similar at one point, though.
