WH40K is, at its core, a satire and critique of fascism surrounded by a grim high science-fantasy setting and lots of miniatures to paint.
I think Cavill can make it work. He seems like he can balance the heroics of certain characters serving a repressive government that uses its military might to paint over its crumbling society.

I know next to nothing about Warhammer and have never had an interest in finding out, but I was really amused to see Nyla Rose in the comments of Cavill's Instagram post asking for a role.

I think an Imperial Guard (or whatever they call them now) series could work. Keep things nice and grounded and gritty and actually stay true to the satire. Sooo basically Starship Troopers.
Space Marines and Chaos and that would be a hard sell for normies.
Grim and gore are not out of the question on streaming. The Boys gibbed someone 5 minutes into the series.

My Uncle reads the books, iirc he recently just finished a 50 book arc and was about to start the next saga. After that there'll just be a few hundred more to go.
You can see why streaming services are interested, don't have to wait for GRR Martin to finish when there's more source material than you could ever film.
